Expedite the construction of the road connecting National Highway 1A - Nghia Dan - Thai Hoa.
(Baonghean.vn) - This was the directive of Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, at a working session on the road project connecting National Highway 1A in Nghia Dan district and Thai Hoa town on the morning of September 26th.
Attending the meeting were representatives from Corporation 36, Ministry of National Defense - the project's construction unit, leaders from Hoang Mai town, Quynh Luu district, Nghia Dan district, Thai Hoa town, and relevant departments and agencies.
This road is 29 km long with a total investment of 1,045 billion VND, of which 732 billion VND has been allocated (70 billion VND was allocated in 2018). It is one of the key routes connecting Hoang Mai town with Quynh Luu, Nghia Dan, Thai Hoa districts and the northwestern districts of the province. The completed road will contribute to shortening the distance between regions, connecting production and consumption of products, and facilitating economic, cultural, and social exchanges for the people of northwestern Nghe An and southern Thanh Hoa.

The roadbed, bridges, culverts, and first layer of asphalt concrete pavement were completed before September 2016. Currently, the construction unit is implementing the second layer of asphalt concrete paving, local access roads, and traffic safety systems. To date, 6 km of the main route and 1 km of the road leading to the Nghia Dan district administrative center have been paved with the second layer of asphalt concrete. It is expected that by October 31, 2018, approximately 19 km of the second layer of asphalt concrete paving will be completed, using the allocated funds, along with the completion of local access roads and traffic safety systems.
The land clearance for the main route has resulted in the handover of the entire road surface for the first layer of asphalt concrete. However, during the second layer of asphalt concrete paving, there are still localized obstacles related to compensation issues with some households.

At the meeting, representatives from the Department of Transport proposed that the Provincial People's Committee, the Department of Finance, the Department of Planning and Investment, and other relevant departments and agencies prioritize allocating sufficient remaining funds (according to the plan, 27 billion VND from the central government and 110 billion VND from the local government are needed) to complete the remaining items. They also requested that General Corporation 36 - Ministry of National Defense focus its human resources, materials, and finances to ensure the completion of the 19 km of second-layer asphalt concrete paving, the system of level crossings for local residents, and traffic safety measures before October 30, 2018.
Representatives from Corporation 36 - Ministry of National Defense proposed that the Provincial People's Committee continue to prohibit large- грузовые vehicles from passing through during the construction period, to avoid affecting the quality of the road.

Concluding the meeting, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, affirmed that although mobilizing capital faced many difficulties, with the determination of the departments, sectors, and localities, the land clearance work was carried out urgently by the local authorities, along with the efforts of General Corporation 36, the road was opened to traffic in 2016 and has proven effective.
The Vice Chairman of the Provincial People's Committee requested relevant departments and agencies to continue accelerating progress and resolving obstacles effectively to complete the road by the first quarter of 2019, while ensuring quality and safety.
