Expedite the implementation of toll collection on eligible expressways.

The Ministry of Construction has requested accelerated investment in ITS systems, toll stations, and weight control systems to expedite the implementation of toll collection on eligible expressways, while also finalizing the toll collection mechanism for projects funded by central and local government budgets.

The Ministry of Construction has just issued a document requesting its affiliated units to focus on implementing and accelerating the implementation of toll collection on expressways owned by the State and directly managed and operated by the State.

Expedite the implementation of toll collection on publicly owned expressways.

This move was made at the direction of Deputy Prime Minister Pham Gia Tuc, with the aim of quickly implementing the toll collection mechanism on eligible expressways.

Following the Ministry's directive, the Vietnam Road Administration is tasked with urgently implementing Conclusion Notice No. 254 dated May 29, 2026, and simultaneously advising the Ministry's leadership to urge localities and investors to accelerate the investment in intelligent traffic management systems (ITS), toll stations, and vehicle weight control systems.

These are mandatory requirements to meet the conditions for organizing toll collection according to the Road Traffic Law. The synchronized completion of these systems not only facilitates toll collection but also enhances the efficiency of traffic management and monitoring, and ensures the safe operation of expressways.

The Ministry of Construction also requested the Vietnam Road Administration to continue guiding and directing localities to organize toll collection on expressways under their management as soon as all the conditions stipulated by regulations are met.

Research on the toll collection mechanism for expressways funded by both central and local government budgets.

One notable aspect is the study of toll collection mechanisms for expressway projects funded by both central and local government budgets. The Vietnam Road Administration is tasked with coordinating with localities to develop a suitable plan for the Ministry to report to the Government and submit to the National Assembly for the completion of legal regulations that allow for the recovery of investment capital and reimbursement to the central and local budgets in proportion to their capital contributions to the project.

According to the Ministry of Construction, this is an important step to remove obstacles in the mechanisms for projects using multiple sources of capital, creating a legal basis for implementing synchronized toll collection across the entire network of state-invested expressways.

In addition to toll collection, the Ministry requested the Department of Transport and Traffic Safety to coordinate with the Vietnam Road Administration and the Department of Economic and Investment Management to review and implement an automated vehicle weight control system on expressways. These units must also develop a coordination mechanism with the Ministry of Public Security to strictly handle cases of overloaded vehicles and violations of weight regulations, in order to ensure traffic order and safety and protect road infrastructure.

Previously, in Conclusion Notice No. 254 dated May 29, 2026, issued by Deputy Minister Le Anh Tuan following a meeting to review the progress of implementing the ITS system, toll stations, and vehicle weight control on the North-South Expressway Eastern section project during the 2017-2020 and 2021-2025 periods, the Ministry of Construction assessed that the five component projects in the 2017-2020 period, although already in operation, still have many shortcomings that need to be addressed promptly.

The Ministry of Transport has instructed the Vietnam Road Administration to urge project management boards, operating units, and toll collection service providers to address existing issues; review data connectivity with vehicle registration agencies for vehicle weight inspection stations; and complete the evaluation of KPI indicators for the toll collection system by June 2026.

For the component projects in the 2021-2025 period, the Ministry requires project management boards to develop detailed plans with each milestone, from completion of construction and equipment installation to single-unit and integrated system testing.

To compensate for the delays, the Ministry has set specific completion milestones. Accordingly, the five projects on the Bai Vot - Cam Lo section must be completed and put into operation before June 25, 2026, and toll collection must begin on July 15, 2026.

For the five projects on the Quang Ngai - Nha Trang section, the ITS system must be completed before July 30, 2026, and toll collection must begin on August 15, 2026. The two projects on the Can Tho - Ca Mau section must be completed before August 25, 2026, and toll collection must begin on September 15, 2026.

For expressway projects managed by local authorities, such as Bien Hoa - Vung Tau, Khanh Hoa - Buon Ma Thuot, Ninh Binh - Hai Phong, and other expressway projects, the Ministry of Construction has assigned the Vietnam Road Administration to advise and urge local authorities and investors to promptly invest in ITS systems, toll stations, and vehicle weight control systems as required.
