- Based on Article 13 of Decree No. 168/2024/ND-CP regulating penalties and deduction of points from driver's licenses for drivers of automobiles (including trailers or semi-trailers towed), four-wheeled motor vehicles for passenger transport, four-wheeled motor vehicles for cargo transport, and similar types of vehicles that violate regulations on vehicle conditions when participating in traffic:

Clause 8. A fine of VND 20,000,000 to VND 26,000,000 shall be imposed for any of the following violations:
a) Driving a vehicle with a license plate that does not match the vehicle registration certificate or with a license plate not issued by the competent authority (including trailers and semi-trailers);
b) Driving a vehicle without a complete license plate or with a license plate incorrectly positioned or not in accordance with regulations; using unclear letters or numbers on the license plate, or using other materials to paint or stick over the letters or numbers; using a license plate that is bent, obscured, or has altered letters, numbers, color (of the letters, numbers, or background of the license plate), shape, or size (including trailers and semi-trailers).

Therefore, for cars, the act of allowing mud and dirt to obscure or make the letters and numbers on the license plate illegible can result in a maximum fine of up to 26 million VND.

+ In addition to fines, violators are also subject to remedial measures, as stipulated in Clause 11, Article 13 of Decree No. 168/2024/ND-CP, specifically:

a) Compulsory installation of complete equipment or replacement of equipment that meets technical safety standards and regulations, or restoration of the original condition that was altered due to administrative violations; compulsory compliance with regulations regarding license plates.
