Regarding this issue, Nghe An Newspaper had an interview with Mr. Lo Van Thao - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee.
PV:For mountainous districts, attracting investment is of particular importance to promote socio-economic development. How has Con Cuong district determined its investment attraction policy? What advantages does the district currently have to carry out this task?
Mr. Lo Van Thao:In the context of economic restructuring and public investment cuts, attracting non-budgetary investment capital plays a very important role, supplementing resources to implement economic development goals. Con Cuong district clearly identifies the policy of calling for selective investment in non-budgetary projects, ensuring environmental criteria, suitable for ecological urban areas, contributing to the district's budget revenue, solving social security, having advanced technology, creating many added values.
Con Cuong district has many advantages for development, including: The district's location is the midpoint of National Highway 7A, an important gateway to the Southwest region of Nghe An and is identified as the economic growth pole of the region, convenient for expanding economic relations and trading goods. The district has a relatively synchronous traffic infrastructure system.
As a border district, Con Cuong has an important strategic position in terms of national defense and security, and has received investment and support from the Party and Government. The district is located in the Western Nghe An Biosphere Reserve, with many famous landscapes, historical revolutionary relics, and a long-standing cultural and historical tradition... these are good conditions for tourism development, especially eco-tourism and resorts.
Forest natural resources are the potential and strength of Con Cuong district. The large forest area (159,755 ha) is favorable for developing the forest economy, attracting investment projects in forestry, planting raw materials and medicinal plants, and raising livestock. In addition, Con Cuong district also possesses quite rich land resources, suitable for many types of crops, favorable for agricultural diversification, can grow fruit trees with high economic value, as well as many types of raw materials. This is the advantage for the development of the processing industry in Con Cuong district.
Besides the advantages, Con Cuong district also has limitations such as the distance of transporting goods, lack of large area and temporary shortage of skilled human resources. Mr. Lo Van Thao:Based on a clear understanding of advantages, limitations and development policies, Con Cuong district has selected a number of priority areas to call for investment.
The first,Prioritize the development of service sectors and ecotourism. Specifically, focus on developing advantageous service sectors such as trade, tourism, transportation, banking, insurance, post, telecommunications, information technology, healthcare, culture, vocational training and other forms of public services.
In tourism, the district focuses on calling for investors in eco-tourism and cultural tourism. The focus is on exploiting eco-tourism in Pu Mat National Park and Pu Huong Nature Reserve; building Pha Lai eco-tourism resort, Co Phat village (Mon Son commune), Tra Lan citadel (Bong Khe commune), Ma Nhai stele (Chi Khe commune), Khe Kem waterfall (Luc Da commune), Nang Man cave and Moc stream (Yen Khe commune).
Developing a system of hotels and restaurants ranked according to “star” criteria, entertainment centers; building service facilities along the Pha Lai - Khe Khang route and along the Khe Kem waterfall route; upgrading the animal and plant genetic museum at the Pu Mat National Park Center; building key programs, tours, and tourist routes in the area in conjunction with tourist routes of the province, Laos, and Thailand.

PV:In recent times, what solutions has Con Cuong district implemented to improve the investment environment and attract investors to the locality? Which of these solutions is the focus?
Mr. Lo Van Thao:District Con Cuong has been and is continuing to improve the quality of planning and management of planning implementation to serve the needs of economic development. In particular, focusing on completing the district planning for the period 2021-2030 with a vision to 2050, integrated into the Nghe An province planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister; implementing the general planning of Tra Lan town, the district planning to ensure synchronization and consistency with other construction plans.
The district focuses on mobilizing maximum resources to invest in building a synchronous socio-economic infrastructure system, first of all, completing a number of key projects such as: Thanh Nam bridge over Lam river; National Highway 7A to Khe Kem waterfall; Bong Khe road to Mon Son... Speeding up the completion of infrastructure of a number of small industrial parks and clusters to attract investors.
Con Cuong district is also implementing well the mechanisms and policies to encourage, give incentives to investment, and support enterprises according to the Government's regulations and the best support conditions of the province; coordinating with investors to study and apply specific policies for large-scale projects; paying attention to training and improving the quality of human resources, especially technical workers, skilled workers, with industrial style, high sense of organization and discipline, meeting the requirements of enterprises.

PV:It is known that recently, Con Cuong district has attracted a garment company project to the locality. Can you tell us more about this good news?
Mr. Lo Van Thao:With the drastic participation, Con Cuong district has initially received positive signals. Recently, Minh Anh Garment Company had a meeting with the Standing Committee of the District Party Committee, relevant departments and branches and agreed to invest in a garment factory with a capacity of 3,000 workers. The two sides signed an agreement to coordinate the implementation of steps to build the factory. Currently, the company is completing the documents to submit to the province for approval of the investment policy, with the desire to put the factory into operation from August 2025. In order for the factory to be put into operation soon, the company has initially organized labor recruitment, vocational training and factory operation, creating jobs for 838 workers in the area.
In addition, in the first 6 months of 2024, the Provincial People's Committee approved the investment policy of 2 investment projects in Con Cuong district. These are: Forestry processing zone project in Bong Khe commune industrial cluster invested by Phuong Dong Investment and Development Joint Stock Company, with a total investment of 73.99 billion VND; Construction material processing zone project in Bong Khe commune industrial cluster invested by Tan Thanh 6 Nghe An Construction Material Processing and Trading Joint Stock Company, with a total investment of 77.36 billion VND.
In addition, A&B Group is surveying and wishes to invest in a 5-star tourist area at Khe Kem waterfall, in Pu Mat National Park. This is a tourism enterprise that has affirmed its name domestically and internationally with a chain of luxury hotels and resorts. Dong A Pharmaceutical Group has been and is applying for approval of its investment policy in Con Cuong district with the desire to build a factory and grow medicinal herbs under the forest canopy to develop medicinal products.
PV:In the coming time, what solutions will Con Cuong district implement to promote investment attraction? What proposals and recommendations does the district have to achieve better results?
Mr. Lo Van Thao:Implementing Action Program No. 68 CTr/TU of Nghe An Provincial Party Committee and Resolution No. 137 of the National Assembly, Con Cuong district will focus on building and developing the district into a type 4 urban area in the direction of ecology and tourism. To do this, investment attraction plays a very important role. In order to increase competitiveness in attracting investment, the district focuses on improving the investment environment, including: Mobilizing domestic and foreign resources to build infrastructure systems to serve development needs; resolutely implementing digital transformation; implementing online public services at levels 3 and 4; improving public administrative reform capacity, especially awareness, attitude, dynamism, and serving people and businesses; enhancing the responsibility of dedicated and professional officials and civil servants.
To have more favorable conditions in attracting investment, Con Cuong district hopes that the Central Government will soon develop and promulgate specific criteria and indicators for planning and building ecological urban areas..The Provincial People's Council and People's Committee continue to pay attention to and create conditions for the development and promulgation of specific mechanisms and policies on socio-economic development in the direction of regional and local linkages; create a legal corridor and motivation for localities to effectively link, support and develop regional economies, especially, making the most of the advantages of forests and forest economy; continue to pay attention to considering, allocating and supporting resources to help localities invest in infrastructure systems; pay attention to organizing forums and investment promotion conferences so that localities have the opportunity to meet, exchange, introduce and attract investors to research and survey investment in key projects in the area...
