Putting that requirement into practice goes beyond simply raising awareness; it is being addressed through concrete organizational solutions, assigning responsibility to each level, each official, and each Party member in the current implementation process.

Proactive adaptation and innovation are key aspects for the workforce.
Analyzing the core spirit in General Secretary To Lam's article, Associate Professor, Dr. Chu Thai Thanh, former Editor-in-Chief of the Journal of Resources and Environment (formerly the Ministry of Natural Resources and Environment, now the Ministry of Agriculture and Environment), argues that the requirement to build a team of exemplary cadres in terms of character, intellect, and fortitude is no longer a routine task as before, but has become a matter of vital importance for the country's development in the new context.
According to Associate Professor, Dr. Chu Thai Thanh, the country is facing a great opportunity to enter a new era of development, but at the same time, it is also confronting many intertwined challenges, from the global geopolitical and economic context to the need to transform the domestic growth model. In this context, without a team of officials with sufficient dedication, competence, and courage to effectively implement the Party's policies and resolutions, the correct orientations will be difficult to translate into concrete results.
"The 'intelligence' of officials is not only measured by academic degrees or theoretical knowledge, but more importantly by their ability to grasp objective laws and creatively apply Marxism-Leninism and Ho Chi Minh Thought to practical management and administration. This intelligence must be reflected in open thinking, a long-term vision, the ability to anticipate and adapt flexibly to the rapid changes in domestic and international situations."
Along with intelligence, the "courage" of cadres, according to Associate Professor, Dr. Chu Thai Thanh, is unwavering commitment to the goals of national independence and socialism, proven through concrete actions. Courage is not in words, but in daring to think, daring to act, and daring to take responsibility for the common good, not wavering in the face of material temptations or pressure from interest groups.
To ensure the Resolution is implemented effectively, Associate Professor, Dr. Chu Thai Thanh proposed reforming the evaluation and selection of officials in a substantive manner, using work output and practical results as the benchmark. The principle of "in, out, promotion, and demotion" needs to be strictly implemented, thereby motivating capable and dedicated officials to contribute, while simultaneously filtering out those who do not meet the job requirements. When the political system creates a sufficiently clear "safe zone," officials will feel secure in innovating and daring to experiment for the common good, helping to overcome the fear of making mistakes and taking responsibility that still exists among some officials today.
A direct bridge to bring the Resolution into life.
Mr. Pham Tien Vinh, Secretary of the Party Branch of Residential Area No. 20, Vinh Tuy Ward, Hanoi City, believes that the major requirements for building a team of cadres will only truly come to life when they are concretized right from each Party branch, through specific actions linked to the lives of the people. According to Mr. Pham Tien Vinh, the Party branch secretary is the level that directly translates the Party's resolutions into daily actions, and is also the place where the effectiveness of policies and guidelines is most clearly verified.
The role of the Party branch secretary is primarily reflected in their responsibility to set an example and their willingness to take responsibility. Based on practical experience, Mr. Pham Tien Vinh believes that if the head of the Party branch is not truly proactive and decisive in directing and organizing implementation, then even the most correct and appropriate resolutions will be difficult to put into practice. Conversely, when the Party branch secretary proactively innovates leadership methods and dares to choose difficult and new issues to focus on resolving, the spirit of action will spread throughout the entire Party branch.
In practice, Party branches have proactively reviewed the content of their meetings, selecting issues of greatest concern to the people for discussion, instead of conducting meetings in a bureaucratic and formal manner. Meetings not only focus on disseminating resolutions but also delve into solutions for implementation, clearly identifying what needs immediate attention and what requires a roadmap, and assigning specific responsibilities to each Party member. The results of task implementation and the level of cooperation from the people are considered important criteria for evaluating the responsibility of Party members.
The Party branch also mobilized the people to participate in local movements in a practical manner, avoiding formality. The Party branch secretary and core Party members directly went to each group of households, encouraging people to participate in activities to maintain environmental hygiene, build a civilized lifestyle, and ensure fire safety. Seeing the exemplary leadership of cadres and Party members, many households proactively responded, forming a more self-disciplined and cooperative approach in community life, instead of needing repeated reminders as before.
From concrete actions at the neighborhood level such as visiting the elderly, building culturally exemplary families, and most recently, disseminating the Resolution to the neighborhood through direct/online meetings, integrating it into Party branch activities and community meetings to ensure 100% of Party members and people understand and agree to its implementation, Mr. Pham Tien Vinh affirmed that bringing the Resolution into life does not begin with grand gestures, but with how Party branches choose the right issues, assign the right people, and carry out the work thoroughly. These approaches show that the Resolution is no longer just a matter of dissemination, but has begun to be realized through concrete changes in community life, contributing to strengthening people's trust and creating a foundation for the effective implementation of the Party's policies and resolutions in the coming period.
