For our Party to truly be ethical and civilized.
The continuous disciplinary actions, dismissals, and prosecutions of high-ranking officials in recent times demonstrate the Party's strong determination to purify the ranks of its leadership from the central to local levels. The Party uses this struggle and disciplinary action to promptly warn officials and Party members to stay on the "right path," so that the Party truly becomes a Party of "morality and civilization," as President Ho Chi Minh always wished.
General Secretary Nguyen Phu TrongHe recently signed and issued Regulation No. 144-QDTW on the revolutionary ethical standards of cadres and Party members in the new situation, on behalf of the Politburo, with very specific criteria aimed at building a team of cadres and Party members who are patriotic, respect the people, are loyal to the Party and the Fatherland; possess strong character, a spirit of innovation, creativity, and integration; are always thrifty, honest, upright, and selfless; are truthful, straightforward, objective, fair, and actively engage in self-criticism and criticism; value honor, are not opportunistic, and know how to maintain the dignity of a cadre and Party member.
During his lifetime, President Ho Chi Minh always paid close attention to the issue.
The Party emphasizes education and moral training for its cadres and members. Thanks to its unwavering adherence to this principle, for over nine decades leading the Vietnamese revolution, our Party has always deserved the people's trust, lived among the people, and walked alongside the nation.
However, considering the context of recent years, a significant number of cadres and Party members, especially high-ranking leaders, have experienced moral and lifestyle degradation, self-transformation, deviation from ideals and goals, and succumbed to greed, leading to violations of Party discipline, corruption, and various forms of disciplinary action, expulsion from the Party, and prosecution. This shows that, more than ever, there is a need to demand a higher level of self-discipline and moral cultivation among cadres and Party members; and to prioritize honor and responsibility above all else in the process of fulfilling the tasks assigned by the Party and the State.
Looking back, manycorruption caseParticularly significant negative incidents have occurred in recent years, such as the cases at Viet A Company; FLC Group, the rescue flight, Tan Hoang Minh Company, Van Thinh Phat, SCB Bank; cases in the vehicle inspection sector; AIC Company. More recently, there have been cases at the Ministry of Industry and Trade, Vietnam Electricity Group; cases at Phuc Son Group, Hung Thinh Group… in all of these, we see the involvement of some leading officials from provinces and cities to central ministries and agencies.
Of course, those corrupt provincial party secretaries and chairmen; those corrupt ministers, deputy ministers, and department heads... have had to receive disciplinary action and face the appropriate punishment under the law. But this also shows that the fight against corruption and negative practices is always the most direct and effective, yet also fraught with difficulties, offensive, in order to remove degenerate and corrupt elements from the ranks of the country's leadership, making our Party increasingly clean and strong.
With the recently issued Regulation 144, the Politburo requires cadres and Party members to uphold self-respect, cherish honor, avoid political opportunism and power ambitions, maintain the dignity of cadres and Party members, and not be influenced or tempted by negative influences. They must not allow family members, relatives, or others to exploit their positions for personal gain; they must protect their own reputation and honor, as well as that of the Party organization; and they must resign when they no longer possess the necessary capabilities or prestige.
From Regulation 41-QDTW "on the dismissal and resignation of officials" to Regulation 144-QDTW, the Politburo has taken a further step, paving the way for a culture of resignation within the Party and the political system. Officials and Party members must be at the forefront of implementing this regulation. Because once officials are involved in corruption, ideological deviations, moral decay, and lose their prestige in the eyes of the people, clinging to power will only hinder the country's development.
We have just experienced unwelcome upheavals as several key leadership positions in the country had to be changed mid-way due to some officials violating Party discipline. Therefore, strengthening the building of revolutionary ethical standards for officials and Party members in the current situation is extremely important.
Let's make the ups and downs, the comings and goings, a normal and cultured way of behaving for leaders, rather than just isolated incidents that require the organization to encourage resignations!
Historically, resigning at the right time has been a way to demonstrate the character and responsibility of a public official. For cadres and Party members, especially leaders, it must be understood that whether they are promoted or demoted, it is always for the benefit of the people and the Party. This is also a way to help our Party become cleaner, more ethical, and more civilized.
