For the economy to develop quickly and sustainably

During my entire life of fighting and working, I have traveled from North to South, to many regions of the country. Wherever I am, I am still proud of my homeland: Nghe An, rich in potential and revolutionary tradition.

But why is it that our homeland Nghe An, with its rich potential and revolutionary tradition, has not yet really broken through as expected? In fact, if Nghe An wants to become a truly prosperous province in the North, it must first be rich in economy and the people's lives must be improved much more.

To strive to develop Nghe An's economy quickly and sustainably, to build Uncle Ho's homeland province to become increasingly rich and beautiful, in my opinion, the Party Committee and people of the province must seize favorable opportunities, overcome challenges and difficulties, and perform well the following tasks:

The province must have an organizational revolution: streamlining the apparatus, management, reducing staff in all sectors, levels and grassroots units. Our province can follow the example of Quang Ninh province, merging any sector, political organization with similar tasks. The province must clearly stipulate how many leaders and managers each sector and district has, how many departments, how many cadres and civil servants.

The training and development of cadres must be in line with the planning, with the immediate and long-term leadership and management requirements, meeting the requirements of socio-economic development and maintaining national defense and security of the province. The promotion of leaders and managers must truly select people with heart and talent through examinations. Recruitment of people into state agencies must also be through examinations. The examination must establish a council to create and grade the exam questions, including leading experts of the province and invite central experts, ensuring that truly talented people are found.

Arranging a reasonable economic structure is an urgent requirement. The province directs all sectors, levels and units to re-survey the entire area of ​​all types of land, resources and minerals to arrange a reasonable economic structure. In my opinion, with the potential of land, resources and labor, Nghe An must identify itself more clearly as an agricultural province. Because our province has a comprehensive agricultural sector: There is cultivation, livestock, forestry and fishing and 70% of the labor force is engaged in agriculture. So what products and seedlings are arranged in agriculture? Food crops include rice, corn and cassava, food crops include peanuts and soybeans, industrial crops include tea, coffee, sugarcane and fruit trees include oranges and bananas, forestry includes planting trees for timber, raw materials for paper making, livestock includes buffaloes, cows, goats, pigs, poultry, fish, etc.

Regarding industry: As we all know, agricultural products made by farmers are all used in raw form, and exported abroad are also raw and of very low value. Therefore, Nghe An's industry first develops light industry, processing industry: Processing agricultural products, forestry products, seafood, food, beverages, textiles, leather goods... Nghe An has thousands of rocky mountains with large reserves, so it is necessary to focus more on the goal of developing the industry of producing construction materials, cement and unburnt bricks; especially Quy Hop district, a rocky mountain area, to produce decorative bricks and tiles with high economic value.

Regarding commercial services: The economy is growing, people's living standards are increasing, the demand for consumer goods is increasing, the demand for sightseeing, tourism and relaxation is also increasing. The province needs to plan investment and build commercial centers, restaurants, hotels, and resorts to meet the people's consumption needs. Regarding tourism, we are currently focusing on Cua Lo beach, projects in Vinh city and Kim Lien relic site. It is necessary to soon plan investment and build resorts in Pu Mat primeval forest; systematically renovate and upgrade spiritual relics, historical - cultural relics, some famous landscapes...

Regarding transportation: It is necessary to recommend to the Central Government to continue upgrading National Highway 7 and National Highway 48. These are two vital routes, running from the sea to the highlands, all the way to Laos. Currently, the transportation of materials and goods on these two routes is very large. The quality of the bridges and culverts on these two routes is still poor, the means of transportation still face many obstacles, the cost is high and the efficiency is low. In addition, upgrading and expanding the intra-provincial routes not only transports materials and goods quickly, serves production and consumption, and creates conditions for the development of tourist centers.

Regarding inspection, supervision, rewards and discipline: For many years now, in the construction of production and business projects of the sectors and levels, the implementation has not been carefully paid attention by the superiors. To ensure that construction projects are on schedule and of good quality, the province has assigned the sectors to organize inspection and supervision teams. For key projects, the province has established an interdisciplinary inspection team to supervise units to ensure construction progress and quality. Any project completed on time and of good quality will be recommended for commendation by the superiors. Any unit that is slow in construction or has poor quality will have its head disciplined.

Along with the efforts of the Party Committee, the people of all ethnic groups in the province strive to rise up, our province needs to take advantage of aid from the Central Government, other provinces and foreign countries. Create a strong attraction to call on domestic and foreign businessmen to invest in building production and business facilities. Propose that the Central sectors give priority to Nghe An for large projects and works. Along with that, Nghe An must really create all favorable conditions in terms of land and taxes for businesses to invest in construction...
