We propose prosecuting and trying Dao Minh Quan and his accomplices in absentia.
The Investigation Agency of the Ministry of Public Security has publicly posted procedural documents regarding the initiation of investigation, arrest warrants, investigation conclusions, recommendations for prosecution, and trials in absentia against Dao Minh Quan, Pham Lisa, Dao Kim Quang, Huynh Thi Tham, and Lam Ai Hue, in accordance with the provisions of the 2015 Criminal Procedure Code, and urges these individuals to quickly surrender to receive leniency from the law.
The Investigation Security Agency (ANĐT) of the Ministry of Public Security has issued its investigation conclusion and transferred the case file to the Supreme People's Procuracy, requesting the prosecution and trial in absentia of Dao Minh Quan and his accomplices for terrorism aimed at overthrowing the people's government; activities aimed at subverting the people's government that occurred in Ho Chi Minh City and several other provinces and cities.

On September 22, 2025, the Investigation Agency of the Ministry of Public Security issued Investigation Conclusion No. 19/BKL-ANĐT, concluding the investigation and transferring the case file to the Supreme People's Procuracy, requesting prosecution and trial in absentia against the leading figures and key members of the "Provisional National Government of Vietnam" organization, including Dao Minh Quan (born July 27, 1952; hometown: Ky Huong, Tam Ky, Quang Nam; current residence: PO BOX 2807 ANAHEMIM, CA 92814, USA; nationality: US; role in the organization: self-proclaimed "Prime Minister" of the "Provisional National Government of Vietnam") and four accomplices: Pham Lisa, Dao Kim Quang, Huynh Thi Tham, and Lam Ai Hue, for the crimes of "Terrorism aimed at overthrowing the people's government" as stipulated in Clause 1, Article 113 of the Penal Code and "Activities aimed at overthrowing the people's government" as stipulated in Clause 1, Article 113 of the Penal Code. Article 109 of the Penal Code; proposes prosecution and trial of 19 defendants in the country for the crime of "Activities aimed at overthrowing the people's government" as stipulated in Clause 1, Article 109 of the Penal Code.

The Investigation Agency of the Ministry of Public Security is calling on Dao Minh Quan, Pham Lisa, Dao Kim Quang, Huynh Thi Tham, and Lam Ai Hue to quickly surrender to receive leniency under the law and exercise their right to defense as stipulated in Article 60 of the Criminal Procedure Code. Failure to appear or surrender will be considered a waiver of the right to self-defense and will result in trial in absentia according to the procedures stipulated in the 2015 Criminal Procedure Code (amended and supplemented in 2025) and Joint Circular No. 05/2025/TTLT-BCA-BQP-VKSNDTC-TANDTC dated July 1, 2025, of the Ministry of Public Security, the Ministry of National Defense, the Supreme People's Procuracy, and the Supreme People's Court.
The "Provisional National Government of Vietnam" is a terrorist organization. Any act of participating in, propagating, inciting others to participate in, financing, or receiving funding from the "Provisional National Government of Vietnam," participating in training courses, "referendums" organized by the "Provisional National Government of Vietnam," or acting under the direction of members of the "Provisional National Government of Vietnam"... will be considered for prosecution according to Vietnamese law.
We urge the public to raise awareness of the conspiracies, tactics, and subversive activities of hostile forces; to be vigilant against fabricated, distorted, and false narratives from reactionary elements and malicious individuals on the internet regarding the Party's guidelines and policies, and the State's laws; to absolutely refrain from participating in protests or activities that disrupt public order and security; to avoid joining reactionary or terrorist-related groups or organizations; and to refrain from sharing harmful, unverified, or unofficial information on social media, including information from central and local radio stations, newspapers, and websites.
Upon discovering any acts of distorted propaganda or subversive activities by the "Provisional National Government of Vietnam," immediately report them to the nearest police station for timely prevention and handling.
