Propose sufficiently strong and effective solutions to achieve double-digit growth targets by 2026.

The group discussion included comrades: Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Hoang Phu Hien - Vice Chairman of the Provincial People's Committee; and representatives from various departments, agencies, and localities.

During the group discussion session, nine opinions were raised, encompassing 21 issues. The delegates highly appreciated the decisive, effective, and practical leadership and management of the Provincial People's Committee, noting many innovative approaches that have addressed several challenges faced recently.

The delegates also agreed on the number and content of the draft resolutions to be submitted to the session; and highly appreciated the preparation, review, and verification work of the provincial People's Council committees and the Standing Committee of the provincial People's Council.

Discussing tasks and solutions for the last six months of 2026, delegate Luc Thi Lien - Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council - stated that the growth target for 2026 poses a significant challenge, therefore greater efforts are needed in the third and fourth quarters. The Provincial People's Committee needs to have sufficiently strong, specific, and effective solutions to achieve the year's goals.

Furthermore, the implementation of the new rural development targets is slow and highly unlikely to be achieved. Although the agricultural sector has experienced relatively high growth, the current reality is that many farmers are abandoning their fields. This is due to the high cost of agricultural inputs and the sharp decline in rice prices. Therefore, the Provincial People's Committee needs to supplement and clarify solutions to stabilize prices and ensure livelihoods for farmers.

Representative Chu Duc Thai - Head of the Culture and Social Affairs Committee of the Provincial People's Council - requested the Provincial People's Committee to focus on directing relevant departments to review and prepare plans for the rearrangement of medical and educational facilities in the province; and to integrate common software to facilitate the operation of government at all levels.

Regarding the draft resolutions, delegate Hoang Van Hiep - Secretary of the Party Committee and Chairman of the People's Council of Do Luong commune - proposed increasing the monthly support for those directly involved in activities at the block, hamlet, and village levels; and adding deputy heads of youth union branches and associations to the list of beneficiaries of the policy.

Provincial People's Council delegates also requested the Provincial People's Committee to clarify responsibilities and solutions for the slow disbursement of public investment funds, especially regarding land clearance for key projects. After the restructuring of the administrative apparatus, the operation of the two-tiered local government system remains very difficult. The Provincial People's Committee needs to provide specific guidance to avoid disrupting the processing of administrative procedures for citizens.

Concerned about the operation of the two-tiered local government system, delegates suggested improving the implementation capacity of commune-level officials through in-depth professional training, especially in handling complaints and managing projects. At the same time, the Provincial People's Committee should direct a review and reduction of unnecessary meetings and reports so that commune-level officials can focus on resolving professional issues at the grassroots level.

The delegates also suggested prioritizing investment in technical infrastructure for digital transformation at the grassroots level. In particular, they requested support for equipment and network infrastructure to enable communes and wards to effectively handle administrative procedures for citizens. In the general planning at the commune level, it is necessary to consider connectivity infrastructure to enhance linkages and synergy in socio-economic development, while ensuring national defense and security.

The Provincial People's Committee should promptly finalize and issue the land compensation price list in accordance with the 2024 Land Law to facilitate land clearance for key projects. For unfinished projects, decisive action should be taken to allocate sufficient funds for completion, or to select a suitable location for technical suspension before putting them into use, avoiding waste of resources and preventing outstanding construction debts.

To ensure social welfare and the well-being of the people, it is necessary to accelerate the relocation of residents from landslide-prone areas before the 2026 rainy season. At the same time, relevant agencies must strengthen inspections, strictly handle counterfeit and fake goods, and stabilize prices of essential items.

During the exchange of opinions among delegates, Director of the Department of Education and Training Nguyen Van Khoa stated that the Department had advised the Provincial People's Committee on a plan to reorganize provincial and commune-level educational institutions, aiming for a 30-40% reduction in the number of schools.

The process is very strict and systematic, with clear principles, criteria, and roadmaps, tailored to the specific characteristics of each region and locality. The Department has also collaborated with VNPT to strongly promote digital transformation and build a digital map, striving to complete the reorganization before August 30, 2026.

To build consensus, the Department issued documents to communes, wards, and schools to guide communication regarding the restructuring plan; and strengthened communication efforts through mass media. "The view is to avoid mechanical mergers, ensuring the best interests of students. The merger should not cause disruption or difficulties for students," Director Nguyen Van Khoa emphasized.

Regarding the issue of surplus management staff, the Department will advise the Provincial People's Committee on guiding the arrangement of management staff in a humane manner. Absolutely no negative impact on the morale of staff and teachers will be allowed. To ensure the successful implementation of this policy, we request that communes and wards continue to cooperate and pay attention to its implementation. Focus on strengthening investment in infrastructure, shifting strongly from administrative management to educational development management, and fostering a constructive approach to meet the requirements and new context.

Regarding the plan to reorganize commune health stations, Director of the Department of Health Le Thi Hoai Chung stated that the department has developed a plan to reorganize the current 457 commune health stations into 130 new commune health stations corresponding to the 130 communes and wards. However, due to the central government's current policy of researching the reorganization of commune-level administrative units that do not meet the prescribed standards, this plan is currently on hold.

Based on that, the project was divided into two phases. In phase 1, the Provincial People's Committee issued a document and submitted it to the Standing Committee of the Provincial Party Committee for a decision on reorganizing the former district-level health centers, which were responsible for preventive care, into six regional-level units. Commune health stations will continue to provide healthcare services to the people as they have always done.

Speaking on behalf of the provincial People's Committee leadership, Vice Chairman of the Provincial People's Committee Hoang Phu Hien stated that although the province's public investment disbursement rate is lower than the same period in 2025, it is still higher than the national average. The province has established five working groups to direct and resolve difficulties in public investment disbursement and aims to achieve 100% disbursement in 2026.

For projects transferred from district level to commune level, the Provincial People's Committee has also assigned relevant departments and agencies to coordinate and support investors in reviewing the stopping points, funding sources, and feasibility of continued implementation to propose solutions. In addition, the province has implemented many solutions to support the smooth operation of commune-level projects.

To achieve a growth target of 10.5% to 11.5% in 2026, the Provincial People's Committee has outlined 10 solutions; simultaneously, it will continue to review the scenario, promote sectors and fields with growth potential, leverage new growth drivers, and provide decisive direction to achieve the set goals.
