This morning, October 15th, nearly 200 soldiers are still dropping boulders into the Vinh River to reinforce the embankment. According to a report from the Vinh Tan Ward People's Committee, during three days of intensive embankment work, the forces have excavated and built 200 meters of embankment.³Sand and 200 cubic meters of soil were used to reinforce 30 meters of the eroded riverbank and to lay 250 meters of concrete.³Rocks were thrown into the river, totaling nearly 1000 meters.³ Soil, rocks, and sand have been mobilized.

Today, we are scheduled to complete the lowering of the 300m section of the river.³Rocks. The water level of the Vinh River has now dropped by more than 1 meter due to effective drainage efforts, and dike reinforcement work is expected to be completed today.

Mr. Nguyen Hoang Manh, Chairman of the People's Committee of Vinh Tan Ward, Vinh City, said: "The Vinh River dike has been weak and degraded for a long time, not upgraded for decades. The dike banks are weak, the soil is soft, and the dike body is low. Vinh Tan Ward has repeatedly petitioned the city and province regarding the need to rebuild, reinforce, and raise the entire Vinh River dike body, as leaving it as it is still unsafe due to the current situation where several vulnerable points require reinforcement."

Discussing flood and storm prevention plans for the beginning of the year, the Chairman of Vinh Tan ward stated: Upgrading the dike is the responsibility of the province; the locality only mobilizes the people in case of an emergency and disseminates information about evacuation and protecting lives.

The recent incidents at the Vinh dike show that the weather is becoming increasingly unpredictable, the consequences of natural disasters are growing, and in Vinh, draining floodwaters on the Vinh River is difficult, especially when the water level of the Vinh River is level with the Lam River, thus increasing the risk of dike breaches.

If the local authorities had made thorough preparations based on the "four on-the-spot" principle and had contingency plans for various incidents, the dike repair work wouldn't have been so rushed.

The current embankment reinforcement and protection measures are only temporary and stopgap. In the long term, the Vinh River embankment needs to be upgraded and renovated like other embankments throughout the province.
