Reply:According to Article 6 of Decree 168/2024/ND-CP, the following is stipulated:
Penalties and deductions from the driver's license of drivers of automobiles, four-wheeled motor vehicles for passenger transport, four-wheeled motor vehicles for cargo transport, and similar types of vehicles who violate road traffic regulations.
...3. A fine of between VND 800,000 and VND 1,000,000 shall be imposed on drivers who commit any of the following violations:
...e) Parking not close to the curb or sidewalk on the right side in the direction of travel, or with the nearest wheel more than 0.25 meters from the curb or sidewalk; parking on a bus lane; parking over a drainage manhole, telephone or high-voltage power line access point, or a designated area for fire trucks to access water;Parking or leaving vehicles on the sidewalk is against the law;Parking in areas marked with "No Parking" or "No Stopping and Parking" signs, except for violations of the regulations specified in point d, clause 4, and point c, clause 7 of this Article;

According to Article 7 of Decree 168/2024/ND-CP, the following is stipulated:
Penalties and license point deductions will be applied to drivers of motorcycles, mopeds, and similar vehicles who violate road traffic regulations.
...2. A fine of VND 400,000 to VND 600,000 shall be imposed on drivers who commit any of the following violations:
a) Stopping or parking a vehicle on the carriageway in an urban area where there is a shoulder;
b) Driving a vehicle exceeding the speed limit by 05 km/h to less than 10 km/h;
c) Driving at low speed without keeping to the right side of the road, causing traffic obstruction;
d) Stopping or parking vehicles on the road causing traffic obstruction; gathering of 3 or more vehicles on the road or in road tunnels;Parking or leaving vehicles on the road or sidewalk illegally;

Therefore, the penalties for parking cars and motorbikes on sidewalks are stipulated as follows:
- For cars
A fine of between 800,000 VND and 1,000,000 VND will be imposed.For drivers who park or leave their vehicles on the sidewalk in violation of the law.
- For motorcycles
A fine of 400,000 to 600,000 VND will be imposed.For motorcyclists who park or leave their vehicles illegally on the road or sidewalk.
