Proposing policies for the sustainable development of OCOP products in Nghe An.

On the morning of December 20th, the Department of Science and Technology organized a workshop to present the scientific report on the task of investigating and evaluating the effectiveness of OCOP products that achieved star ratings in the period 2019-2022 and to propose solutions.

The program was attended by representatives from relevant departments and agencies; leaders of districts and cities; OCOP (One Commune One Product) entities; and businesses that consume OCOP products. Mr. Nguyen Khac Lam, Deputy Director of the Department of Science and Technology, chaired the workshop.

According to the introductory report, the One Commune One Product (OCOP) program is a rural economic development program focused on developing local strengths and increasing added value. Implemented since 2018, the program has brought many socio-economic benefits to numerous localities.

To date, Nghe An province has 632 products ranked 3 stars or higher under the OCOP program, belonging to 397 different entities. Nghe An ranks second nationwide in the number of products recognized with OCOP ratings (after Hanoi).

Quite a number of OCOP products from the province are exported to markets that have long been considered demanding, such as France, Germany, the Netherlands, Sweden, Denmark, the United States, Japan, South Korea, and Singapore... Many businesses have affirmed the quality of their products.

To quantify the effectiveness and contribution of star-rated OCOP products and propose useful solutions, the Center for Social Sciences and Humanities, in collaboration with the Department of Cooperative Economics and Rural Development of Nghe An province, is implementing the 2024 science and technology task: “Investigation and evaluation of the effectiveness of star-rated OCOP products recognized from 2019-2022 in Nghe An province and proposing solutions”.

According to assessments, OCOP products have been yielding quite clear results in terms of economics, socio-cultural aspects, environment, and technology, making an important contribution to promoting rural economic development. Overall, 12.8% of respondents rated the products as very effective, and 60.4% rated them as effective.

Regarding the economic effectiveness of OCOP products: 7.8% of respondents rated the products as "Very effective" and 56.7% rated them as "Effective". Of the nine criteria, three were rated as having the best effectiveness: "contributing to increasing the value of local raw materials, culture, and indigenous knowledge"; "contributing to transforming production towards increasing scale linked to local value chains"; and "promoting the development of various forms of production and business organization".

Regarding the socio-cultural effectiveness of OCOP products: 13.3% of respondents rated the products as "Very effective" and 60.7% rated them as "Effective"; Regarding the environmental effectiveness of OCOP products: 18.1% of respondents rated the products as "Very effective" and 65.1% rated them as "Effective"; Regarding the technological effectiveness of OCOP products: 12.0% of respondents rated the products as "Very effective" and 58.7% rated them as "Effective".

However, in practice, the following issues still exist: a lack of harmony between the quality and quantity of OCOP products; the province has many OCOP products but not many outstanding ones; and many products, after being recognized as achieving star ratings, do not see growth in production or quality.

The evaluation and re-certification of OCOP products face many difficulties; the promotion of OCOP brands and products from the production facilities themselves is still very limited; production linkages in manufacturing, processing, consumption, and the transfer of scientific and technological advancements are limited; and the linkage between the development of OCOP products and tourism services and experiences has not received enough attention…

This research provides a practical basis for policymakers and managers in Nghe An province to propose appropriate policies and programs for the sustainable development of OCOP products. Furthermore, the research results contribute to enhancing the capacity of local officials and producers/businesses involved in OCOP products; and provide a theoretical and practical foundation for the next phase of OCOP product development.

At the workshop, delegates focused on discussing and clarifying the research results presented in the scientific report; making recommendations on policies for developing OCOP products; and proposing solutions to enhance the effectiveness of the sustainable OCOP program…
