Proposal to waive the initial vehicle inspection for new cars.
The Traffic Police Department has requested the Vietnam Registering and Inspection Department to consider exempting newly manufactured road motor vehicles, while they are still under manufacturer's warranty, from the initial technical safety inspection.
The Traffic Police Department has recently sent a document to the Vietnam Registering and Inspection Department requesting several points related to the inspection of motor vehicles. These include considering exempting newly manufactured road motor vehicles, still under manufacturer's warranty, from the initial technical safety inspection.
To minimize travel time and costs and facilitate convenience for citizens, the Traffic Police Department proposes that the Vietnam Registering and Inspection Department consider allowing individuals and organizations owning vehicles in island districts to undergo initial inspection before vehicle registration. Subsequent inspection cycles would follow the regulations of the Ministry of Transport. The reason is that imported, domestically produced, and assembled vehicles have already undergone technical safety and environmental protection inspections before being sold on the market. Therefore, the Vietnam Registering and Inspection Department should also consider exempting newly manufactured road vehicles, still under manufacturer's warranty, from the initial technical safety inspection.

In addition, the Traffic Police Department also proposed diversifying inspection methods, suggesting that instead of solely entrusting inspections to vehicle inspection centers, research should be conducted to assign inspection tasks to qualified authorized maintenance and warranty facilities in accordance with regulations.
The Vietnam Registering and Inspection Department also needs to study and regulate the responsibilities of vehicle owners in maintaining and repairing their vehicles, to avoid situations where many vehicles experience technical malfunctions while in operation, leading to accidents or engine breakdowns, causing traffic congestion and affecting the time and fuel of other vehicles.
In addition, we will coordinate with the police force to combat and eradicate the root causes of establishments that repair, modify, and expand vehicle bodies, which lead to reckless driving, illegal racing, and overloading that disrupts public order and security.
