Proposals suggest subsidies of up to 300% of salary to attract talent to the public sector.
Proposals include allowances up to 300% of salary, salary increases, and special recruitment to attract talent to the public sector. These will apply to leading experts and scientists.
The Ministry of Interior is submitting to the Government a draft Decree amending and supplementing Decree 179/2024/ND-CP on policies to attract and utilize talented individuals to work in Party and State agencies, the Vietnam Fatherland Front, and political and social organizations.
According to the Ministry of Interior, the amendment to the decree aims to institutionalize the Party's new policies on attracting and utilizing talent, ensuring consistency with the 2025 Law on Cadres and Civil Servants and the 2025 Law on Public Employees. The draft was developed after the Politburo issued Conclusion No. 205-KL/TW, which called for breakthrough policies to attract high-quality human resources, especially in strategic and key sectors and fields.

A notable new feature of the draft is the expansion and clarification of the target group eligible for the policy of attracting and utilizing talent. In addition to cadres, civil servants, public employees, and outstanding graduates, the draft adds leading experts, scientists, managers, business administrators, and highly qualified professionals, whether Vietnamese or foreign.
Specifically, this group includes: young scientists under 47 years old with the academic titles of associate professor or professor; leading experts and scientists in the field of strategy; top business managers and administrators both domestically and internationally; and skilled legal experts, jurists, and lawyers.
Compared to current regulations, the draft significantly amends the standards and conditions in a more substantive direction. For outstanding graduates, the draft clearly defines the target group as those who have graduated with honors or higher from prestigious educational institutions worldwide. At the same time, it excludes young scientists with doctoral degrees, specialist doctors (level II), and specialist pharmacists (level II) from this category.
For young scientists, leading experts, and highly qualified professionals, the draft adds criteria regarding awards, research works, inventions, patents, and work achievements. For skilled experts, managers, and lawyers, the draft requires additional conditions regarding experience and length of service.
Another new point is the addition of a regulation on "commitment to dedication" for talented individuals after recruitment, aiming to create a basis for binding responsibility between the State and those who benefit from preferential policies. The draft also proposes a mechanism for "leadership and management apprenticeship" for outstanding graduates with remarkable achievements after recruitment, in order to identify and train promising young cadres early on.
Regarding remuneration, the draft proposes many outstanding policies. Outstanding graduates will be recruited through a selection process and receive an additional allowance equal to 150% of their salary for a period of 5 years from the date of recruitment. For leading experts, scientists, managers, business administrators, and highly qualified professionals, the proposed additional allowance is up to 300% of their salary for a period of 5 years. Talented officials and civil servants will also be promoted one salary level above their current level and receive a monthly additional allowance equal to 300% of their salary coefficient.
According to the Ministry of Home Affairs, these policies aim to create strong competition between the public and private sectors in attracting high-quality human resources, especially in fields experiencing talent shortages.
