Proposal to increase special allowances for civil servants and health officials

The draft Decree regulating a number of special allowance regimes for civil servants, public employees, workers and armed forces in public health facilities has many notable new points.

According to the draft Decree being appraised by the Ministry of Justice, the subjects of application remain civil servants and people working under labor contracts as prescribed at public health facilities.

The draft adds that the subjects of application are civil servants and people working under labor contracts at public emergency facilities outside the hospital; public forensic and psychiatric forensic examination organizations under the Ministry of Health; public forensic examination organizations; public forensic examination organizations on criminal techniques...

The draft also adds medical staff in residential groups in wards and special zones to receive monthly support; ensuring the implementation of policies for this group of people and maintaining a stable medical staff force in residential groups in wards and special zones.

Regarding the on-duty allowance regime, the draft clearly states that employees on duty 24/24 hours a day are entitled to an allowance of 325,000 VND/person/shift. This allowance is applied to special-class and class I medical facilities; the Central Institute of Forensic Psychiatry, the Central Institute of Forensic Psychiatry, Bien Hoa.

The allowance of 255,000 VND/person/shift is applied to: class II medical facilities, National Institute of Forensic Medicine, regional forensic psychiatric centers, Military Institute of Forensic Medicine under the Ministry of National Defense, Criminal Technical Examination Department under the Ministry of National Defense, Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security...

The allowance of 185,000 VND/person/shift is applied to: remaining medical facilities, provincial forensic centers, the National Coordination Center for Human Organ Transplantation (for on-call consultation and mobilization for human tissue and organ donation), and out-of-hospital emergency facilities (for on-call at emergency points).

Commune health stations, health stations belonging to commune health stations, military and civilian health stations, military and civilian infirmaries, police infirmaries... apply an allowance of 70,000 VND/person/shift.

In addition, according to the draft, if on duty at a department or special area, the on-duty allowance is calculated at 1.5 times the above prescribed level; if on duty on a weekly day off, the on-duty allowance is calculated at 1.3 times; if on duty on holidays and Tet, the on-duty allowance is calculated at 1.8 times.

Regime for workers on duty under the permanent resident regime outside the hospital

Employees on duty under the permanent outpatient regime are entitled to an allowance of 160,000 VND/person/shift for special-class and class I medical facilities; Central Institute of Forensic Psychiatry, Central Institute of Forensic Psychiatry Bien Hoa.

Grade II medical facilities, National Institute of Forensic Medicine, regional forensic psychiatric centers, Military Institute of Forensic Medicine under the Ministry of National Defense, Criminal Technical Examination Department under the Ministry of National Defense, Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security... apply the rate of 125,000 VND/person/shift.

The remaining medical facilities, provincial forensic centers, the National Coordination Center for Human Organ Transplantation (for on-call consultation and mobilization of human tissue and organ donation), and out-of-hospital emergency facilities (for on-call at emergency points) will have an allowance of VND 90,000/person/shift.

For commune health stations, health stations belonging to commune health stations, military and civilian health stations, military and civilian infirmaries, infirmaries of the people's police, medical facilities established under the provisions of law on handling administrative violations, facilities for caring for war invalids and sick soldiers, and public social assistance facilities, the rate of VND 35,000/person/shift will be applied.

Workers on duty 24/7 are supported with a meal allowance of 40,000 VND/shift.

Support regime for village and residential group health workers and village and hamlet midwives

The draft proposes that during their working time, village and residential group health workers and village and hamlet midwives will receive monthly support at a level equal to 0.7 or 0.5 of the basic salary.

Specifically, level 0.7 is applied to village and residential group health workers and village and hamlet midwives working in: villages with 350 households or more; villages and hamlets in disadvantaged communes; residential groups and neighborhoods with 500 households or more.

Level 0.5 applies to village and residential group health workers and village and hamlet midwives working in the remaining villages, hamlets and residential groups.

Thus, the draft adjusts from the old level of "0.5 and 0.3 times the general minimum wage" to "0.7 and 0.5 times the basic salary".
