Proposal to increase special allowances for healthcare civil servants and public employees.
The draft Decree stipulating a number of special allowances for civil servants, public employees, workers, and members of the armed forces in public health facilities contains several noteworthy new points.
According to the draft Decree currently under review by the Ministry of Justice, the scope of application remains unchanged: civil servants and employees working under labor contracts as stipulated in the regulations at public health facilities.
The draft adds the following to the scope of application: civil servants and employees working under labor contracts at public outpatient emergency medical facilities; public forensic and forensic psychiatry organizations under the Ministry of Health; public forensic examination organizations; public forensic technical examination organizations, etc.
The draft also adds healthcare workers at the neighborhood level in wards and special zones to the list of those eligible for monthly support; ensuring the implementation of policies and regulations for this group and maintaining a stable workforce of healthcare workers at the neighborhood level in wards and special zones.
Regarding the on-call allowance, the draft clearly states that employees on duty 24/7 during working days will receive an allowance of 325,000 VND per person per shift. This allowance applies to medical facilities of special and first class; the Central Institute of Forensic Psychiatry, and the Central Institute of Forensic Psychiatry in Bien Hoa.
An allowance of 255,000 VND/person/shift is applied to: Grade II medical facilities, the National Forensic Institute, regional forensic psychiatric centers, the Military Forensic Institute under the Ministry of National Defense, the Criminal Technical Examination Department under the Ministry of National Defense, the Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security...
An allowance of VND 185,000 per person per shift is applied to: other medical facilities, provincial forensic centers, the National Coordination Center for Organ Transplantation (for those on duty providing consultation and promoting organ and tissue donation), and pre-hospital emergency facilities (for those on duty at emergency points).
Commune health stations, health station branches under commune health stations, military-civilian health stations, military-civilian clinics, police clinics, etc., apply an allowance of 70,000 VND/person/shift.
Furthermore, according to the draft, if on duty in a department or special area, the on-call allowance will be calculated at 1.5 times the rate specified above; if on duty on a weekly rest day, the on-call allowance will be calculated at 1.3 times; and if on duty on public holidays or Tet (Lunar New Year), the on-call allowance will be calculated at 1.8 times.
Regulations for on-call workers under the off-site residency regime.
Workers on duty under the off-site residency regime are entitled to an allowance of 160,000 VND/person/shift for medical facilities of special and first class; the Central Institute of Forensic Psychiatry, and the Central Institute of Forensic Psychiatry Bien Hoa.
Medical facilities of category II, the National Forensic Institute, regional forensic psychiatric centers, the Military Forensic Institute under the Ministry of National Defense, the Criminal Technical Examination Department under the Ministry of National Defense, the Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security… apply a rate of 125,000 VND/person/shift.
Other medical facilities, provincial forensic centers, the National Coordination Center for Organ Transplantation (for those on duty providing consultation and promoting organ and tissue donation), and pre-hospital emergency facilities (for those on duty at emergency points) will receive an allowance of 90,000 VND per person per shift.
For commune health stations, health station points under commune health stations, military-civilian health stations, military-civilian infirmaries, police infirmaries, medical facilities established according to the law on handling administrative violations, facilities for caring for wounded and sick soldiers, and public social assistance facilities, the rate will be 35,000 VND/person/shift.
Workers on 24/7 duty receive a meal allowance of 40,000 VND per shift.

Support system for village and neighborhood health workers and village midwives.
The draft proposal suggests that during their tenure, village and neighborhood health workers and village midwives will receive a monthly allowance equal to 0.7 or 0.5 times the basic salary.
Specifically, the 0.7 rate applies to village and neighborhood health workers and village midwives working in: villages with 350 or more households; villages in disadvantaged areas; and neighborhoods with 500 or more households.
A rate of 0.5 applies to village and neighborhood health workers and village midwives working in the remaining villages and neighborhoods.
Thus, the draft adjustment changes the old rate from "0.5 and 0.3 times the general minimum wage" to "0.7 and 0.5 times the base salary".
