Proposal to provide textbooks free of charge to students.

On November 20th, coinciding with the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025), the National Assembly dedicated the entire working day to discussing mechanisms and policies for the development of education and training.

One of the key focuses is providing feedback on the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development.

Accordingly, the draft Resolution proposes many contents regarding the development of human resources in the education sector. Specifically, regarding the mechanism for recruitment, employment, and management of human resources in the education sector, the draft proposes granting the Director of the Department of Education and Training the authority to recruit and appoint teachers, educational administrators, and staff in public preschools, primary and secondary schools, continuing education institutions, special schools, and vocational high schools (hereinafter referred to as public educational institutions) in the province.

Simultaneously, they exercise the authority to mobilize, transfer, second, appoint, assign, and change job positions for teachers, educational administrators, and staff in public educational institutions under their management authority, and for public educational institutions involving two or more commune-level administrative units.

Furthermore, the Chairman of the People's Committee at the commune level has the authority to transfer, reassign, second, arrange, assign, and change job positions for teachers, educational administrators, and staff in public educational institutions under their management.

Heads of public vocational education institutions and higher education institutions may utilize mechanisms for coordinating and sharing human resources between institutions and research institutes, healthcare facilities, businesses, and science and technology organizations through cooperation agreements, orders, and the sharing of experts, lecturers, and scientists.

Furthermore, regarding specific and superior policies on remuneration for human resources in the education sector, the draft Resolution proposes that preferential professional allowances be implemented according to a roadmap for public preschool and primary education institutions, with a minimum rate of 70% for teachers, 30% for staff, and 100% for teachers working in areas with particularly difficult socio-economic conditions, border areas, islands, ethnic minority areas, and mountainous regions.

Vocational and higher education institutions have the autonomy to determine the additional income for teachers, staff, and employees from legitimate sources outside the state budget, in accordance with internal spending regulations and the unit's performance.

Regarding cooperation in developing educational programs, the draft Resolution proposes that the Minister of Education and Training decide on one set of general education textbooks for unified national use, to be implemented from the 2026-2027 school year; provide textbooks free of charge to students completing their studies by 2030; and for localities with the necessary conditions, provide textbooks free of charge from the 2026-2027 school year.

At the same time, the State ensures resources to waive tuition fees and provide textbooks for the subject of National Defense and Security Education at higher education and vocational education institutions according to the roadmap prescribed by the Government, in accordance with the State budget balance, relevant laws, and the requirement to ensure equity in access to education…

Also during the working day, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Education; the draft Law on Higher Education (amended) and the draft Law on Vocational Education (amended).
