What traffic violations are being proposed for permanent vehicle confiscation?
In addition to proposing the confiscation of motorbikes, the Ministry of Public Security has also proposed confiscating cars if they commit certain offenses.
The Ministry of Public Security is submitting the third draft of the Decree on administrative penalties for violations of traffic order and safety in the field of road transport; and the deduction and restoration of points on driver's licenses.
In this draft, the Ministry of Public Security proposes confiscating automobiles for the following offenses:
Vehicles will be confiscated and 12 points will be deducted from the driver's license for those who illegally race cars on public roads.
Vehicles will be confiscated from drivers who commit any of the following violations:
Driving vehicles that have exceeded their service life is prohibited, except for passenger transport vehicles with 10 seats or more whose service life exceeds the regulations on business conditions for the registered business type but is not more than 20 years from the year of manufacture, and passenger transport vehicles with fewer than 10 seats.
Motor vehicles without a vehicle registration certificate, or using a registration certificate not issued by the competent authority, with incorrect chassis or engine numbers, or with altered or erased numbers (including trailers and semi-trailers), and without proof of origin (lacking documents or certificates of vehicle ownership transfer or legal vehicle origin documents) will be confiscated.
Vehicles will be confiscated from owners of automobiles if they illegally cut, weld, erase, alter, or re-stamp the chassis number or engine number; if they drive vehicles with illegally cut, welded, erased, altered, or re-stamped chassis numbers or engine numbers; or if they convert other automobiles into passenger vehicles.
Repeated or multiple violations of the rule against carrying more than 100% of the permitted passenger capacity of a vehicle.
