Proposal to permanently confiscate cars if violating what violations?
Not only proposing to confiscate motorbikes, the Ministry of Public Security also proposed to confiscate cars if they commit certain violations.

The Ministry of Public Security is submitting the third draft of the Decree on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points.
In this draft, the Ministry of Public Security proposes to confiscate cars with the following violations:
Vehicle confiscation and 12 driving license points deduction for those who illegally race cars on the road.
Vehicle confiscation for drivers committing one of the following violations:
Driving a vehicle that has exceeded its usage period in traffic, except for passenger transport vehicles with 10 seats or more that have exceeded the business conditions of the registered business form but are less than 20 years old from the year of manufacture, and passenger transport vehicles with less than 10 seats.
Automobiles that do not have a vehicle registration certificate or use a vehicle registration certificate not issued by a competent authority, have incorrect chassis or engine numbers, or have been erased (including trailers and semi-trailers) without being able to prove the origin of the vehicle (no documents, certificates of vehicle ownership transfer or documents, certificates of legal vehicle origin) will have the vehicle confiscated.
Vehicle confiscation for car owners who illegally cut, weld, erase, re-stamp, or re-stamp chassis numbers or engine numbers; put vehicles with illegally cut, welded, erased, re-stamped chassis numbers or engine numbers into traffic; convert other cars into passenger cars.
Repeated or multiple violations of carrying more than 100% of the number of people allowed by the vehicle.
