When the task force arrived at the home of Ms. Mai Thi Huong, she refused to cooperate and even insulted the officers on duty.

Following this incident, Dam Van Duy, an urban planning officer of the ward, prepared a written commitment and gave it to Ms. Huong to sign. However, she refused to sign, snatched the commitment document, and crumpled it up.

When Duy retrieved the report, Huong unexpectedly stabbed him in the upper right lip with a ballpoint pen, causing it to bleed.

Shortly afterwards, Ms. Huong was apprehended by law enforcement and taken to the police station for questioning.
