The campaign to clear sidewalks for pedestrians, pioneered by Ho Chi Minh City and Hanoi, is receiving public support and approval, although there are still some issues that need to be addressed.
There are still unanswered questions: Why are sidewalks so widely encroached upon? Who is condoning this? Only the authorities can provide the legitimate answers to these questions.
Who is the government, if not a collection of flesh-and-blood human beings, empowered by the people and supported by tax money?
When we talk about government, the first thing to consider is the leadership, management, and administrative positions within the system—these are the pillars, the ones who stand at the forefront and are accountable to the people.
It would be inappropriate to compare sidewalks and official appointments. They are two different phenomena, but they share a common concern of the people.

While sidewalks are a part of urban roads, primarily serving pedestrians, the appointment of officials opens up opportunities for advancement to key positions within the government.

Appointing the wrong people is tantamount to blocking the advancement of those who are talented, virtuous, and wholeheartedly dedicated to the country and its people. This is a kind of "sidewalk" in personnel management.
In recent times, there has been a significant number of people who hold power, either directly or indirectly, by appointing their spouses, children, siblings, grandchildren, lovers, disciples, relatives, fellow countrymen, or by appointing them for money…
"First, lineage; second, money; third, connections; fourth, protégés," and its "order of priority" has become a common saying when discussing appointments, causing immense public outrage.
If clearing sidewalks for pedestrians has become a popular campaign, already receiving public support and approval, then a campaign to "clean up sidewalks in personnel management" will certainly be even more popular and will receive strong public support and approval.
"Bidding" for seats
Never before in its history has the Party had to issue a resolution on strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party, which clearly identifies 27 specific manifestations of decline among cadres and Party members.
Resolution No. 4 of the 12th Central Committee stated: "The evaluation, placement, and utilization of cadres are still characterized by favoritism and parochialism"; "Manipulation in cadre work; seeking positions, power, jobs, transfers, degrees, and immunity from prosecution... Using entrusted power to serve personal interests or allowing relatives and acquaintances to exploit their positions and authority for personal gain."
Some people have lamented that nowadays, people not only "lobby" but also "bid" for positions!
At the national conference of cadres on studying and understanding the Resolution of the 12th Party Congress, General Secretary Nguyen Phu Trong requested that the situation where resolutions are correct and good, but slow to be implemented in practice, be rectified; and that the situation of saying one thing and doing another must be overcome.
Recently, based on the results of the Ministry of Interior's investigation into the issue of "entire families holding official positions" in many provinces and cities, Prime Minister Nguyen Xuan Phuc requested disciplinary action against individuals who violated the law in recruitment and appointment processes.
The Party and Government leaders have demonstrated their determination to eradicate this vice. Therefore, launching a major campaign right now to completely eliminate this vice would truly be a great blessing for the nation.
Wrongdoing must be dealt with criminally.
To launch a campaign to "clear the sidewalks" in personnel management, paving the way for talented individuals, it is essential to first strictly enforce Party regulations and laws. Moral norms cannot be applied to violations in legal relationships, and vice versa.
It is time to investigate and clarify the deliberate wrongdoing in the appointment of officials in order to prosecute and try them according to the provisions of criminal law. Violations in the appointment of officials will lead to immeasurable consequences, destroying the regime, damaging the country's resources and environment, and eroding public trust.
Such behavior must be considered particularly dangerous to society and is an important object that the State must protect.
In addition, it is necessary to review legal loopholes and classify and evaluate officials. From there, an objective mechanism is needed to select officials, primarily through competitive examinations, recommendations, and leadership, management, and operational training, linked to a system of accountability.
At the same time, a mechanism for attracting and utilizing talent must be established through a law, namely the Law on Attracting and Utilizing Talent. The responsibility of leaders in appointing officials must be emphasized; special mechanisms must be in place to protect, prevent, and severely punish acts of suppression and harm against talented individuals; and incompetent and unethical individuals must be resolutely removed from the system.
Accordingly, if any violations occur in the appointment of officials, the head of the Party committee and government at that level must bear responsibility and be dealt with according to the law.
Launching a campaign to "clear the sidewalks" is truly a profound transformation, and one that is very popular with the people.
