Since the beginning of 2017, many former leaders have been disciplined and removed from their positions in the Party and government.In addition, the Government is tasked with researching regulations to fairly and strictly handle violations by officials, civil servants, and public employees, even after they have retired or transferred out of the state apparatus.

Mr. Vu Huy Hoang has had his title as former Minister of Industry and Trade revoked.

At the end of January 2017, the Standing Committee of the National Assembly issued a Resolution, and subsequently the Prime Minister issued a decision revoking Mr. Vu Huy Hoang's status as former Minister of Industry and Trade for the 2011-2016 term.

According to the Party Secretariat, in his role as Secretary of the Party Committee and Minister of Industry and Trade, Mr. Vu Huy Hoang bears primary responsibility for the violations committed by the Party Committee of the Ministry of Industry and Trade during the period 2011-2016.

Furthermore, Mr. Hoang was found to have lacked exemplary conduct and exhibited self-serving behavior in the appointment of his son, Vu Quang Hai, as a supervisor at the Vietnam Tobacco Corporation; in transferring Vu Quang Hai to the Board of Directors of Saigon Beer, Wine and Beverage Corporation (Sabeco) to be elected as a member of the Board of Directors and Deputy General Director of Sabeco; violating the Central Committee's regulations on what Party members are not allowed to do and the Secretariat's regulations on the responsibility of setting an example for cadres and Party members; violating the Law on Prevention and Combat of Corruption, causing public outrage.

Mr. Hoang also neglected his leadership and supervision responsibilities, leading to some units under the Ministry of Industry and Trade failing to comply with regulations on recruitment, acceptance, evaluation, appointment, and personnel planning according to the management hierarchy, resulting in some officials violating discipline and being prosecuted...

Former Secretary of the Ha Tinh Provincial Party Committee, Vo Kim Cu, has been dismissed from his position.

In August 2017, Mr. Vo Kim Cu, Secretary of the Party Committee and Chairman of the Vietnam Cooperative Alliance, was dismissed by the Party Central Committee from his positions as a member of the Provincial Party Standing Committee for the 2005-2010 and 2010-2015 terms (including the dismissal from all positions: Secretary of the Party Committee of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, and Secretary of the Ha Tinh Provincial Party Committee, as stipulated).

Subsequently, the Prime Minister also decided to revoke the titles of former Vice Chairman of the People's Committee of Ha Tinh province for the 2005-2010 term and former Chairman of the People's Committee of Ha Tinh province for the 2010-2015 term from Mr. Vo Kim Cu.

According to the conclusions of the Party Central Committee, in the state management of environmental protection and water resource management related to the Formosa Ha Tinh project, Mr. Vo Kim Cu directly signed many documents that violated regulations in granting investment certificates; allocating and leasing sea surface areas; agreeing to the policy allowing Formosa Company to independently clear land for the construction of wastewater discharge pipelines in violation of regulations...; and lacked responsibility in directing, inspecting, and supervising the project implementation process.

Former Vinh Phuc Party Secretary Pham Van Vong has been dismissed from his position.

On December 17, 2017, the Party Central Committee dismissed Mr. Pham Van Vong from his position as Secretary of the Vinh Phuc Provincial Party Committee for the 2010-2015 term after an evaluation.The violations committed by the Standing Committee of the Vinh Phuc Provincial Party Committee during the 2010-2015 term and by Mr. Pham Van Vong were serious, negatively impacting the reputation of the Party organization and individuals.

Specifically, the Standing Committee of the Vinh Phuc Provincial Party CommitteeIt was determined that violations of the principle of democratic centralism and the Party and State regulations on personnel organization were committed, including appointing and nominating many individuals who did not meet the standards, exhibiting parochialism, favoritism, and abnormal practices. The Provincial Party Standing Committee planned for many cases improperly; failed to develop a personnel rotation plan; and lacked oversight, resulting in some agencies having an excessive number of departments and deputy heads, and employing contract workers illegally...

Mr. Pham Van Vong, in his capacity as the head, bears primary responsibility for the violations and shortcomings of the Provincial Party Standing Committee during the 2010-2015 term.Mr. Vong violated the principle of democratic centralism, the working regulations of the Provincial Party Committee, and the regulations of the Party and State in deciding to appoint several officials who did not meet the principles and standards. He chaired a Standing Committee meeting of the Provincial Party Committee that approved many projects using land improperly; he lacked supervision, allowing the Provincial People's Committee to commit serious violations in the management of investment and construction of several key projects and in the management and use of land.

Former Deputy Head of the Southwest Region Committee stripped of all Party positions.

On September 20, 2017, the Party Secretariat decided to remove all Party positions (including the position of Deputy Head of the Standing Committee of the Steering Committee for the Southwest Region; the position of Member of the Executive Committee of the Party Committee of the Steering Committee for the Southwest Region; and the position of Secretary of the Party Committee of the Steering Committee for the Southwest Region) from the individual.Mr. Nguyen Phong Quang - former member of the Central Committee of the Party, former Secretary of the Party Committee, former Deputy Head of the Standing Committee of the Steering Committee for the Southwest Region during the period 2011 - 2016.

Mr. Quang also directly signed appointments in over 30 cases that did not comply with principles, procedures, conditions, and standards.

Furthermore, Mr. Quang was found to have neglected his managerial duties and lacked responsibility, allowing subordinates to commit very serious violations of the law regarding financial and asset management, causing significant losses of state funds and assets; transferring over 2,000 square meters of land belonging to the Steering Committee to the Association for the Support of Poor Patients in the Southwest region, a serious violation of the Law on the Management and Use of State Assets...

Former chairman of the board of directors of chemical corporation dismissed.

In September 2017, the Central Inspection Committee decided to discipline Mr. Nguyen Quoc Tuan, former Party Secretary, former Chairman of the Board of Directors, and former Chairman of the Board of Members of the Vietnam Chemical Corporation, by removing him from all his positions in the Party.t Nam.

Mr. Nguyen Quoc Tuan cHe bears overall responsibility for the violations and shortcomings of the Standing Committee of the Group's Party Committee.As the head of the organization, Mr. Tuan was irresponsible and lax in his management, allowing violations and shortcomings to occur in the management of capital, assets, land, and investments.

Mr. Tuan is responsible for signing decisions approving the revised feasibility study report for the Ninh Binh Fertilizer Plant project and adjusting the project implementation time contrary to the Prime Minister's directives;Lack of inspection and supervision led to violations and shortcomings in the implementation of the Ha Bac Fertilizer Project, the Lao Cai DAP No. 2 Project, etc.

Former Quang Nam Party Secretary Le Phuoc Thanh has been dismissed from his position.

On February 5th, the Party Central Committee dismissed Mr. Le Phuoc Thanh from his position as Secretary of the Quang Nam Provincial Party Committee for the 2010-2015 term.

The Secretariat of the Central Committee found that, in his capacity as the head, Mr. Thanh bears primary responsibility for the violations and shortcomings of the Provincial Party Standing Committee during the 2010-2015 term and the Party Committee of the Provincial People's Committee during the 2011-2016 term.

Mr. Thanh also violated the principle of democratic centralism, the Working Regulations, and the Party and State regulations on personnel work; he was not exemplary, showing favoritism and self-serving behavior towards his family in the planning, training, rotation, transfer, and appointment of Mr. Le Phuoc Hoai Bao (Mr. Thanh's son) to positions that did not meet the qualifications, violating procedures; and he allowed the Provincial People's Committee to decide to send Mr. Le Phuoc Hoai Bao to study for a master's degree abroad using state budget funds, which was not in accordance with regulations.

Specifically, Mr. Le Phuoc Hoai Bao has held positions such as Head of Department of the Chu Lai Open Economic Zone Management Board, Vice Chairman of the Thang Binh District People's Committee, Deputy Director and Director of the Department of Planning and Investment.

The Secretariat of the Central Committee stated that Mr. Le Phuoc Thanh's violations and shortcomings were very serious, negatively affecting the prestige of the Party organization and himself, and causing negative public opinion among cadres, Party members, and the people.
