The National Center for Hydro-Meteorological Forecasting said: After partially weakening, storm No. 3 has begun to strengthen again.
Storm No. 3's developments are complicated, urgent action is needed to promptly prevent, avoid and respond.

Immediately after directly directing the rescue work at the scene of the capsized ship QN 7105 in Quang Ninh, on the morning of July 20, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, branches and localities to respond to storm No. 3.
