(Baonghean.vn) - The disbursement rate of public investment in Nghe An province from 2002 to the present remains low, with many districts falling below the provincial average.

According to a report from the State Treasury of Nghe An province, as of December 10, 2022, among the 21 administrative units of cities, districts, and towns in the province, the highest public investment disbursement rate was Dien Chau with 71%, followed by Cua Lo with 69%, Quynh Luu with 68%, and Nghi Loc with 63%.

Many districts, towns, and cities still have low disbursement rates: Nam Dan (6.81%), Tuong Duong (12.73%), Thai Hoa (16.52%), Do Luong (20.21%), Quy Hop (32.13%), Hung Nguyen (35.81%), Anh Son (38.69%), Ky Son (40.52%), Yen Thanh (45.68%), Hoang Mai (46.75%)...

As of December 10, 2022, the provincial-managed public investment capital had disbursed 3,527 billion VND, reaching 47.38% of the total plan of 7,444 billion VND and 58.46% of the detailed plan allocated at the beginning of the year.

The Provincial State Treasury announced that it has recommended to the Provincial People's Committee to promptly allocate the national target program capital plan of 595.6 billion VND. Project owners are urged to continue strictly implementing measures to accelerate the disbursement of public investment capital in accordance with Resolution No. 01/NQ-CP dated January 8, 2022, Official Letter 8492 dated October 28, 2022, and Official Letter 9069 dated November 16, 2022, of the Provincial People's Committee on accelerating the disbursement of public investment capital in 2022. They are required to complete the procedures for submitting documents to the State Treasury for payment within 4 days from the date of acceptance.

According to Article 68 of the Law on Public Investment No. 39/2019/QH14 dated June 13, 2019, of the National Assembly, and Article 44 of Decree No. 40/2020/ND-CP dated April 6, 2020, of the Government detailing some provisions of the Law on Public Investment: The implementation and disbursement period for public investment plan capital in 2021 extends into 2022 until December 31, 2022. The implementation and disbursement period for public investment plan capital in 2022 extends until January 31, 2023. By January 31, 2023, the remaining undisbursed public investment capital plan for 2022 will be canceled and deducted from the public investment capital plan for the 2021-2025 period (excluding 7 cases of force majeure that are permitted to be extended as stipulated in Article 48 of Decree No. 40/2020/ND-CP).
