Typical appearance of a village in Phuc Loc (Nghe An): People contributed 3 billion VND and 4,000 working days to build their homeland.
From a village with many difficulties, Hamlet 9, Phuc Loc Commune has risen to become a bright spot in the movement to build a cultural life and improve new rural areas, and was recognized as a "Typical Cultural Village" at the provincial level in 2024. This achievement stems from the tradition of solidarity between religions and non-religious people and the pioneering spirit of the people here.
Unity makes strength
On July 1, 2025, according to the policy of streamlining the local government apparatus, Hamlet 8, Nghi Lam Commune, Nghi Loc District (old) was renamed Hamlet 9, Phuc Loc Commune. Although the name has changed, the village spirit, neighborhood spirit, and community cohesion are still the source of strength for people to work together to build their homeland.
The hamlet currently has 267 households with 886 people, of which 57 households are Catholic with 216 people. The solidarity between religions is the highlight of the community here. Everyone is unanimous in implementing the policies of the State and the movements launched by the hamlet. From this foundation of solidarity, patriotic emulation movements and campaigns have received high consensus, creating a widespread influence.

Over the years, the village has built and supplemented village covenants and conventions in accordance with the actual situation; gradually eliminated bad customs, preserving the traditional beauty in weddings, funerals, and festivals. Weddings are organized in a compact and civilized manner; funerals are carried out solemnly, economically, and in accordance with regulations. The Spring longevity celebration, the custom of drinking green tea, and clan worship ceremonies are still maintained, showing respect for ancestors and preserving long-standing cultural practices.
Hamlet 9 is a bright spot of Nghi Lam commune in the past and Phuc Loc commune today in the movement "All people unite to build a cultural life". Every year, over 95% of the hamlet's households achieve the title of "Cultural Family", of which hundreds of households have achieved the standard for many consecutive years. The spiritual life is rich with 8 mass art teams, each team has 15-30 non-professional members, regularly practicing and performing on holidays, Tet and major local events. The singing, dancing, and drum beats resounding during the great solidarity festivals have become a community beauty, spreading love for the homeland.

In addition, the physical education and sports movement has developed strongly, the rate of people regularly exercising has reached 45%, 50% of households meet the standard of "Sports Family". Cultural, sports and festival activities create a vibrant atmosphere, improve spiritual life, and help people become more connected. The average income per capita is about 63 million VND/year, showing comprehensive development in both material and spiritual aspects.
In particular, the harmony between religions is also reflected in the spirit of compassion and sharing. The movements “Tet for the poor”, “Fund for the poor”, “Residential areas join hands for the poor - leaving no one behind” have received strong response. Every year, people donate to support people in flood-hit areas, help those in difficult circumstances, demonstrating the morality of “the healthy leaves cover the torn leaves” which has been deeply ingrained in the thinking and lifestyle here.
In hamlet 9, many typical examples have contributed to affirming the strength of the community. Mr. Nguyen Van Chau - a Catholic who is not only good at making vermicelli and rice noodles, but also takes the lead in contributing to the construction of his hometown. Not only providing financial support, his whole family also actively participates in cultural and sports movements, becoming the nucleus that unites everyone.
That is Mr. Le Van Huyen, also a Catholic, although his family is not very well off, he has never been absent from any movement. From contributing money, working days to participating in environmental sanitation, he has responded enthusiastically, leaving a lot of admiration in the people.
That is also the family of Mr. Nguyen Van Quan, always at the forefront of sports and cultural activities, and at the same time, actively supporting various funds. Those ordinary people are clear evidence of the spirit of solidarity between religions and non-religious people, the will to overcome difficulties and compassion, so that the collective of Hamlet 9 can move forward more firmly.
Pioneer in building advanced new rural areas
In the journey of building advanced new rural areas, Hamlet 9 is always the leading unit of Phuc Loc commune. With the motto "people know, people discuss, people do, people check and people benefit", all work is discussed openly and democratically, creating consensus among the people.
In the period of 2021-2025, the people in the hamlet contributed more than 3 billion VND and more than 4,000 working days to build essential infrastructure works. Notably, the construction of a new standard cultural house in 2022 was completed in just 2 months thanks to the joint efforts and consensus of the people. In addition to cash, the people also contributed thousands of working days, trees, and materials, making the cultural house campus more spacious and green.

During this time, the hamlet upgraded 17 concrete roads nearly 1.5 km long, built more than 1.5 km of canals, poured sidewalks, paved sports fields with block bricks, planted hundreds of trees and a series of flower roads. Up to now, 100% of village roads and alleys have been concreted, with a lighting system with 167 bulbs spread across the roads, contributing to ensuring safety and creating a bright - green - clean - beautiful appearance for the village and hamlet.

The movement of building environmental landscapes has also become a daily routine. "Green Sunday" is maintained every week; households sort waste at the source and bring it to the collection point on time. The hamlet has invested in building 3 flag routes, many flower routes, a system of billboards and propaganda posters, creating a brilliant and civilized appearance. 86% of households have installed flagpoles, planted flowers and ornamental plants in front of their houses, turning each alley into a "small garden".
Not only taking care of infrastructure, Hamlet 9, Phuc Loc Commune is also a pioneer in applying information technology in management. In 2024, the hamlet deployed a security camera model with 7 surveillance cameras connected to the cultural house and staff phones, contributing to maintaining security and order. A new loudspeaker system with 3 clusters and 6 speakers was also installed, ensuring timely information to each household. These are creative steps, bringing the hamlet closer to the "smart hamlet" model in the digital transformation period.
These efforts have borne fruit. In 2023, the hamlet was recognized as a “Typical Cultural Village at the district level”; in November 2024, the hamlet was honored to receive the title of “Typical Cultural Village at the provincial level”.
Having the appearance today is thanks to the consensus and high sense of responsibility of all the people. Each project, each movement bears the mark of solidarity between religions and non-religious people, of the will to join hands for the homeland. This is the strength for us to continue to strive, maintain the title of Typical Cultural Village and move towards building a model new rural area.
