Adjustment of average retail electricity prices effective from May 10, 2025.
Vietnam Electricity Group (EVN) issued Decision No. 599/QD-EVN dated May 7, 2025, on adjusting the average retail electricity price. Accordingly, the adjusted average retail electricity price is 2,204.0655 VND/kWh.

Regarding the power source structure in 2025, low-cost hydropower will only supply about 25% of the total system output; the remaining 75% will be supplied from high-cost sources such as coal-fired, gas-fired, oil-fired, and renewable energy sources. Any additional electricity output for the system will primarily have to be mobilized from high-cost sources such as oil-fired thermal power plants, liquefied natural gas (LNG) turbine thermal power plants, and imported coal-fired thermal power plants. Furthermore, the unpredictable and high exchange rate of the US dollar has recently impacted the cost of electricity generation, which accounts for approximately 83% of the total electricity production cost.
In the context of rising electricity generation costs in recent years, EVN and its member units have resolutely implemented cost reduction measures, with the requirement that by 2025, regular and major repair costs must be reduced by at least 10%, and close coordination with the National Electricity System and Market Operation Company Limited is essential to optimize the operation of the electricity system and market to ensure safe and continuous electricity supply.
Based on the provisions of the Electricity Law No. 61/2024/QH15 dated November 30, 2024, Government Decree No. 72/2025/ND-CP dated March 28, 2025, regulating the mechanism and time for adjusting the average retail electricity price, and Circular No. 22/2025/TT-BCT dated April 26, 2025, of the Ministry of Industry and Trade regulating the calculation of the average retail electricity price, with the spirit of minimizing the impact on the economy and people's lives and carefully assessing the situation in accordance with the actual circumstances, Vietnam Electricity Group (EVN) issued Decision No. 599/QD-EVN dated May 7, 2025, on adjusting the average retail electricity price. Accordingly, the adjusted average retail electricity price is as follows:2,204.0655VND/kWh (excluding value-added tax) from May 10, 2025. This adjustment is equivalent to a 4.8% increase compared to the current average retail electricity price.
The Ministry of Industry and Trade also issued Decision No. 1279/QD-BCT dated May 9, 2025, regulating electricity prices, which includes retail electricity prices for different customer groups and retail electricity prices for electricity retailers.
Essentially, this electricity price adjustment will ensure that poor households and families receiving social welfare benefits are minimally affected. Poor households and those receiving social welfare benefits will continue to receive support as stipulated in Decision No. 28/2014/QD-TTg dated April 7, 2014, of the Prime Minister. Specifically, poor households will receive monthly support equivalent to 30 kWh/household/month of electricity consumption, while households receiving social welfare benefits with electricity consumption not exceeding 50 kWh/month will receive monthly support equivalent to 30 kWh/household/month, in accordance with the government's policy.
