Adjustments to pensions and base salaries in March 2026.
The government has requested adjustments to several types of allowances, basic salaries, pensions, and subsidies in the first quarter of 2026 in order to promptly implement the resolutions passed by the National Assembly at its 10th session, 15th term.
This content is outlined in the appendix attached to the Prime Minister's Official Letter No. 38/TTg-QHĐP, which provides guidance on key tasks assigned to ministries and agencies to implement the National Assembly's resolution.
Accordingly, the Government has assigned the task of adjusting several types of allowances and basic salaries; and at the same time, adjusting pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious individuals, social allowances, and social retirement allowances in accordance with Conclusion No. 206/2025 of the Politburo.
Specifically, in March 2026, the Government requested the Ministry of Interior to take the lead in adjusting several types of allowances and basic salaries; and to coordinate the adjustment of pensions and the aforementioned allowances, ensuring synchronized implementation in the first quarter of 2026.
Previously, the Government issued Decree 73 adjusting the basic salary from 1.8 million VND to 2.34 million VND per month and increasing pensions by 15%. This is considered an important step in the reform of salary policies in accordance with Resolution 27 of the Central Committee.

Currently, the Ministry of Interior is coordinating with central agencies to develop revised and supplementary documents on salary and allowance regulations for implementation starting in 2026.
The Ministry of Interior stated that Resolution 27/2018 of the Central Committee on salary policy reform has stipulated specific factors for designing a new salary scale system. The general orientation is to expand salary relationships, serving as a basis for determining specific salary levels within the salary scale system, linked to job positions, titles, and leadership roles.
The Ministry of Interior, in coordination with relevant ministries and agencies, has reported to competent authorities on the implementation of the six salary reform contents according to Resolution 27 from July 1, 2024.
In Conclusion 83, the Politburo assigned the Central Economic Committee (now the Central Policy and Strategy Committee) to preside over the preliminary review of Resolution 27. Accordingly, the Central Policy and Strategy Committee will coordinate with the Party Committee of the Ministry of Interior and relevant ministries and agencies to research and assess the suitability, feasibility, and propose implementation plans for the five new salary scales and nine new allowance regimes for the public sector.
This is to ensure consistency with practical realities and will be submitted to the Central Committee for consideration after 2026, the time when the Politburo will issue and implement the system of job position lists throughout the entire political system.
Based on that, the Ministry of Interior will report to the competent authority for consideration and decision on an appropriate salary regime in accordance with the reform roadmap determined by the Politburo.
Currently, the Ministry of Interior is finalizing a draft decree amending the salary regime for officials, civil servants, public employees, and the armed forces, which includes a proposal to revise the leadership allowance table for certain positions.
Simultaneously, the Ministry of Interior is also coordinating with the Ministry of Finance and other relevant ministries and agencies to continue reporting to competent authorities for consideration and decision on increasing the basic salary level in 2026, ensuring it is consistent with the budget balance and the requirements of salary policy reform.
