To obtain drugs for sale, Vinh bought one block of heroin and 18 packets of methamphetamine from an unidentified man. Vinh's intention in buying more was to store it and sell it gradually.

On the evening of July 17th, Vinh called Truyen to inform him that he had the drugs and arranged to pick them up. Viet was with Truyen at the time, so Truyen invited him to go along to get the drugs. Since both were drug addicts and Viet had received drugs from Truyen many times before, he agreed to go along.

Late that night, Truyen and Viet rode a motorbike to Vinh's house to pick up the drugs. Afterwards, Truyen gave the drugs to Viet to hold and then rode back home. They were arrested by the police en route.

On the same day, the Investigation Police Department of Nghe An province issued an urgent arrest warrant for Lo Xuan Vinh. In this case, Vinh is criminally liable for the act of buying and selling over 400 grams.

The two defendants, Vinh and Truyen, are criminally liable for the act of buying and selling nearly 155 grams of narcotics.

At the trial, all defendants admitted to the crimes as charged in the indictment. Defendant Truyen confessed to trafficking drugs to resell for profit.

Despite having previously served time in prison for drug-related offenses, defendant Vinh continued to traffic drugs to resell to Truyen. Both defendants admitted to getting involved in drugs due to greed.

Defendant Viet testified that he agreed to go with Truyen because he was addicted and needed drugs. His purpose was to obtain drugs to satisfy his personal needs.

The defendants all expressed remorse and asked the court to consider mitigating circumstances so they could return to their families and loved ones sooner.

After a comprehensive review of the case, the panel of judges sentenced Lo Xuan Vinh, Lo Van Viet, and Ho Minh Truyen each to 20 years in prison for the crime of "illegally trading in narcotics".
