Do Luong: 234/367 hamlets implement the model of Secretary and hamlet chief

(Baonghean.vn) - "Continue to implement the model of secretary and hamlet chief to meet the policy of streamlining the apparatus and the requirement of ensuring comprehensive leadership of the party organization at the grassroots level", that is the opinion of comrade Truong Hong Phuc - Secretary of Do Luong District Party Committee on the orientation of the organizational structure of the party cell and hamlet block apparatus in the 2017-2020 term.

Currently, in Do Luong district, there are 367 rural party cells under the party committees of communes and towns. In the 2015-2017 term, 234/367 hamlets have party cell secretaries who are also hamlet chiefs, 8 communes have implemented the model of party cell secretaries who are also hamlet chiefs in 100% of hamlet units: Hong Son, Ngoc Son, Boi Son, Thi Tran, Luu Son, Trung Son, Van Son, Thuong Son.

According to the evaluation of the quality of activities in the 2015 - 2017 term of the District Party Committee's Organizing Committee, the number of Party cells with Party cell secretaries and hamlet chiefs achieving clean and strong status is 67.1%, the number of good task completion is 31.1%, and the number of completed tasks is 1.7%. The number of hamlet blocks completing their tasks excellently is 40.9%; the number of completed tasks is 51.5%, and the number of completed tasks is 7.6%.

The advantage of the model of secretary and hamlet chief is that the organizational structure is streamlined, the remuneration is increased 1.5 times compared to non-concurrent positions, so it creates motivation for hamlet block cadres during work, reducing meetings and conferences.

This model also promotes the comprehensive leadership role of the Party cell secretary and the management and operation of the hamlet chief in all areas of the hamlet in a synchronous and effective manner. It promotes the personal capacity, dynamism, creativity, daring to think, daring to do, daring to take responsibility of cadres, limiting the situation of waiting, relying on, avoiding, and being considerate in work; well implementing the principle of democratic centralism to create consensus among cadres, party members and people...

However, selecting a person with comprehensive capacity to take on the position of secretary and hamlet chief is currently difficult because in rural Party cells, the majority of Party members are old, retired Party members account for a large number, and young Party members directly involved in agricultural production are few. Training and development work is limited, so the team of secretaries and hamlet chiefs is not professionally trained; a large number of those who have not been trained in political theory are not trained.

The work of the secretary and hamlet chief is a lot, but the remuneration policy does not meet the requirements. Besides, where the Party Committee and Party cell have weak capacity, lack of critical struggle, and lack of strict supervision, the implementation of the model of secretary and hamlet chief can easily lead to a situation of arbitrariness, authoritarianism, and lack of democracy...

At the conference, the units focused on discussing to clarify the advantages as well as limitations and recommendations and solutions to continue to effectively implement the model.

Secretary of the Party Committee of Thuong Son Commune Nguyen Cong Thang (a locality with 100% of the Party Secretary-cum-village chief models) said that to implement this model sustainably, it is necessary to select people who are truly capable, exemplary in "practicing what they say" and have the trust of the masses.

Representative of the Party Committee of Ngoc Son Commune - a mountainous commune located at the beginning of the district: In reality, the capacity of the village secretary is still limited while there is a lot of work in the village, so we must be flexible and not rigid in implementing policies. The local leaders also recommended strengthening inspection and supervision work and focusing on removing obstacles at the grassroots level during the model implementation process.

As a locality with 12 village chiefs who are the masses, the Giang Son Dong commune Party Committee said: the biggest difficulty is still the source of human resources that can take on the "two roles" of secretary and village chief. In addition, the Party Committee and the government have not been proactive in creating a source of village and hamlet cadres, have been subjective, not closely following the grassroots, and have made wrong assessments of the extremely favorable personnel situation. Therefore, in the 2015-2017 term, only 4 units elected secretaries and village chiefs. Therefore, the lesson learned is to do a good job of training, fostering, and planning the source of village and hamlet cadres based on the characteristics of each unit; closely and smoothly implement the steps and procedures for Party cell congress personnel associated with the model of secretary and village chief.

From practice and proposals at the grassroots level, in the orientation of the organizational structure of the Party cell and hamlet block apparatus in the 2017-2020 term, the Standing Committee of the Do Luong District Party Committee decided that in Party cells with a source of cadres and Party members with high qualities, capacity and prestige among the people, the structure of Party cell secretaries concurrently being hamlets, block leaders, deputy Party cell secretaries concurrently being heads of the Front work committee, Party cell committee members concurrently being police officers, deputy hamlet or village team leaders will continue.

In places where conditions and resources are not sufficient, the Party cell secretary is also the head of the Front work committee, and the deputy Party cell secretary is also the hamlet chief. In special and difficult areas, there is still a separate Party cell secretary and hamlet chief structure, but it is necessary to select people with the capacity, the will to strive, and the motivation to strive to join the Party to be the bloc and hamlet chief.

In his concluding remarks at the conference, comrade Truong Hong Phuc emphasized that the model of party secretary and hamlet chief has been implemented in Do Luong district for more than 10 years and is still suitable for the practical situation as well as the Party and State's policy on streamlining the apparatus, ensuring comprehensive leadership of party organizations at the grassroots level.

Therefore, it is recommended that localities and units seriously implement this, especially in 22 units where the number of hamlet chiefs who are the masses is large, striving for the 2017-2020 term to have about 70-80% of hamlet chiefs in the area being party members. For 9 units where only 1-5 hamlet chiefs are the masses, the Secretary of the Do Luong District Party Committee requested that in the 2017-2020 term, the personnel structure must be selected to ensure that 100% of hamlet chiefs are party members. In places where implementation is not good, not only the locality but also the Standing Committee members of the District Party Committee assigned to be cluster chiefs and point chiefs must take responsibility.

Also this morning, Do Luong District Party Committee deployed instructions for the congress of Party cells under the grassroots Party Committee for the 2017-2020 term and launched support for the 2017 Poor People's Fund./.
