(Baonghean.vn) - On November 15, 2023, Deputy Prime Minister Tran Luu Quang signed Decision No. 1370/QD-TTg recognizing Do Luong district as having achieved the new rural standard in 2022. This achievement serves as a driving force for the locality to strive to become a town before 2030.

Having been recognized as a new rural district, Do Luong shares the same understanding: This is thanks to the attention and support of ministries and departments, and the unity and determination of Party committees, government agencies, and mass organizations from the district to the grassroots level, especially the people.

Clearly identifying the construction of new rural areas as a key task, Do Luong district has issued and vigorously implemented resolutions and specialized plans. It has established, strengthened, and assigned specific tasks to members of the district's Steering Committee responsible for each commune, and regularly organizes inspections, guidance, and supervision to promptly resolve difficulties and obstacles, helping communes accelerate progress in achieving the goals of building new rural areas.

Implementing the central government's investment capital for rural development in the 2021-2025 period, with a budget of 25.051 billion VND in 2023 for the construction and upgrading of infrastructure projects, Do Luong district allocated 17,662 tons of cement to communes for rural road construction (of which, 6,000 tons of cement were supported by the province according to the 2023 target and 11,662 tons of cement were supported by the district budget). 350 million VND was also provided to 7 communes building advanced and model new rural areas to purchase trees and flowers for planting in 7 selected hamlets to build the "bright, green, clean, beautiful, and safe" model…

During the period 2011-2022, Do Luong district mobilized capital for rural development totaling 5,513,490 million VND, including: State budget: 2,033,405 million VND, accounting for 36.88%; Credit loans: 1,973,876 million VND, accounting for 35.8%; Enterprise support capital: 252,374 million VND, accounting for 4.57%; and People's contributions: 1,253,836 million VND, accounting for 22.74%.

The investor has selected projects aimed at achieving and improving the standards of the New Rural Area criteria, prioritizing the construction of facilities serving production, transportation, cultural and sports infrastructure in hamlets, schools, health stations that do not meet standards, clean water and sanitation, and other social infrastructure... To date, Do Luong district no longer has outstanding debts for basic construction under the National Target Program for building New Rural Areas.

With the determination of Party committees, government agencies, and mass organizations from the district to the grassroots level, especially the people, by 2022, Do Luong district had 32 out of 32 communes meeting the New Rural Area standards (100% rate, including 7 communes that met the standards in the 2014-2015 period: Thinh Son, Yen Son, Van Son, Hoa Son, Tan Son, Thai Son, and Thuong Son); 1 commune meeting the advanced New Rural Area standards (Yen Son commune); and 1 out of 1 town meeting the urban civilization standards. In addition, the district directed communes that had already met the New Rural Area and advanced New Rural Area standards (2014-2021 period) to review and fully implement all contents and criteria… so by the end of 2022, 5 out of 32 communes had met the advanced New Rural Area standards (15.626%).

According to Decision No. 320/QD-TTg dated March 8, 2022, of the Prime Minister on criteria for new rural districts, Do Luong district has achieved 9 out of 9 (100%) criteria, namely: Planning (criterion No. 1); Transportation (criterion No. 2); Irrigation and disaster prevention and control (criterion No. 3); Electricity (criterion No. 4); Health - Culture - Education (criterion No. 5); Economy (criterion No. 6); Environment (criterion No. 7); Quality of living environment (criterion No. 8); and Security, order - Public administration (criterion No. 9).

In order to improve the quality of rural development and strive to build Do Luong district into a district with modern basic infrastructure, a rational and progressive economic structure and production organization, and to strive to become a town before 2030, in the coming time, Do Luong district will focus on 10 solutions, which are:

Continue to strengthen propaganda work and build new rural areas with new methods and approaches, promoting the leading role of the people…

Focus on economic development, improving the material and spiritual lives of rural people; develop education, training, and healthcare; promote the socialization of cultural and social activities; strengthen security and order; continue to build and consolidate a clean and strong political system; accelerate the construction of new rural areas in conjunction with urbanization, building civilized and modern rural areas;

Strengthening resource and environmental protection, enhancing adaptation to climate change, and preventing and mitigating natural disasters; Continuing to consolidate and improve the organizational structure and advisory support for the Steering Committee and implementing the New Rural Development Program from the district to the grassroots level; Strengthening the Party's leadership, improving the effectiveness of State management, and promoting the role of political and social organizations from the district to the commune and village levels; Developing mechanisms and policies to mobilize resources; Building plans to maintain and improve the quality of New Rural Development criteria, and developing advanced and model New Rural Development.
