Do Luong focuses on implementing comprehensive solutions to attract investment.
Thanks to the efforts of the entire political system and the attention of the province, along with the cooperation and involvement of investors, Do Luong district has created the most favorable conditions for project implementation, thus achieving positive results in attracting investment, especially non-budgetary projects.

Developing industrial clusters
The Do Luong Town Industrial Cluster is considered the "locomotive" in the planning, construction, and development of industrial clusters in Do Luong (implemented since 2005). This cluster, covering 7.7 hectares, is very favorable for investors to carry out projects. Nguyen Nghia Co., Ltd. is one of the typical enterprises investing in the development of wood processing and manufacturing within the cluster. It has produced many wood products, creating a reputable brand in the market, enabling the company to operate efficiently, providing many jobs for local workers, and contributing to the state budget…
Currently, the company is implementing the "Nguyen Nghia Wood Products Manufacturing and Trading Factory" project in Lac Son Industrial Cluster, which has been approved by the Provincial People's Committee in Decision No. 63/QD-UBND dated May 24, 2024.
Recently, Do Luong district continued to invest in planning and constructing the Thuong Son Industrial Cluster (8.4 hectares) and has now completed and put into use 1.4 km of road outside the fence and a synchronized technical infrastructure system within the cluster. Currently, the District People's Committee is attracting businesses to invest in production and business, and four businesses have submitted applications for investment approval, with the area filling the entire industrial cluster.

With the goal of building a large-scale industrial cluster to create a focal point for attracting investment, Do Luong district recently implemented the Lac Son Industrial Cluster and attracted many large enterprises such as KIDO Vinh Co., Ltd.; With VINA Co., Ltd.... This success is an important driving force for the district to boldly expand the Lac Son Industrial Cluster planning to a total area of 74.44 hectares.
Currently, the road outside the industrial park's perimeter, connecting the Lac Son Industrial Park to National Highway 7, has been completed, and the detailed construction plan (1/500 scale) for the Lac Son Industrial Park (after expansion) has been approved by the Provincial People's Committee. For the expanded area (57.44 hectares) of the Lac Son Industrial Park, the Provincial People's Committee has approved Truong Hai Equipment Joint Stock Company as the infrastructure investor…
Ms. Le Thi Ly, Deputy Head of the Economic and Infrastructure Department of Do Luong District, said: “The demand for the development of industries and services in Do Luong is very high, especially in the field of investment and construction of important projects that create many jobs for workers. Therefore, in the coming time, Do Luong district will create favorable conditions in attracting investment, and at the same time implement the plan to relocate manufacturing enterprises in the Do Luong town industrial cluster…”.
Attracting investment from sources outside the state budget.
Along with successfully implementing investment projects from the state budget, Do Luong has also effectively implemented investment projects outside the state budget. The majority of industrial and handicraft production investment projects (projects outside the state budget) have achieved high results and made breakthroughs, contributing to the shift in economic structure towards modernization, and especially promoting the socio-economic development of Do Luong district.
The district has seen the implementation of several large-scale, impactful projects that generate stable revenue for the budget and create jobs for thousands of local and neighboring workers, such as: the Song Lam Cement Plant project in Bai Son commune (divided into two phases) with a total investment of 12,500 billion VND. Phase 1, producing 4 million tons of clinker per year, has made a significant contribution to state budget revenue and created jobs for approximately 1,500 workers; the Minh Anh garment factory project in Quang Son commune, built on over 7 hectares with a total investment of 370 billion VND (Phase 1 completed), has entered stable production and created jobs for 3,000-3,500 workers; and the Hoa Son water plant project with an investment of over 180.2 billion VND and a total capacity of 15,000 m³.3The project, completed day and night, has been put into operation; the Motor Vehicle Inspection Center project in Yen Son commune has become operational, promptly meeting the inspection needs of the Southwest region…

Currently, the district is finalizing procedures to implement projects such as: the laundry factory - Minh Anh Do Luong Laundry Joint Stock Company; the Do Luong District Household Waste Treatment Plant in Hong Son commune; the water treatment plant project in Bac Son commune; the Truong Son - Do Luong wind power plant cluster and other power sector projects...
Do Luong District is focusing on implementing a comprehensive set of measures to create a favorable investment environment to attract non-budgetary investment projects. Solutions are being implemented to address difficulties faced by businesses and production and trading establishments, with administrative reform considered a key factor in creating a breakthrough in building an investment environment. The focus is on investing in projects in the industrial and handicraft sectors, developing commercial infrastructure, and mobilizing resources to invest in transportation infrastructure to ensure advantages in attracting investment. The district aims for rapid development of industry and handicrafts in a way that enhances quality, competitiveness, and modernization. It will effectively exploit the district's advantages in location, resources, labor, and environment.
In the coming period, Do Luong district will have a very favorable position in planning the development of industrial clusters in the area, as it has been integrated into the provincial planning for the period 2021-2030, with consideration up to 2050. Based on this important foundation, the district will focus on mobilizing resources to build the Lac Son Industrial Cluster - National Highway 7C (N5 road); and complete the investment in building the road from the Thuong Son Industrial Cluster to National Highway 7C to develop industrial clusters, creating an advantage in attracting investment in large-scale production projects.
In the coming period, the district will prioritize attracting investment in several large projects, including a functional food processing plant using silkworm cocoons in Dang Son commune, a beverage processing plant along the N5 highway, a medicinal herb processing plant in Thinh Son and Hoa Son communes with a total investment of approximately 500 billion VND, and a factory for manufacturing and processing footwear for export in the area.
Simultaneously, along with encouraging economic entities to invest in the construction materials industry and supporting industries around the Song Lam cement plant and communes with mineral mining operations, and improving product quality to meet local construction needs, Do Luong district is attracting investment projects in the industrial sector in communes far from the town center to create jobs for rural workers, increase budget revenue, and contribute to economic development.
