What is the size of Vinh city in Nghe An province?

According to the revised Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, Vinh city will continue to play the central role of the province and its development space will be expanded to 13 administrative units after 2030. Along with this, Nghe An aims to develop a system of 35 urban areas by 2030 and 39 urban areas after 2030.

The Chairman of the People's Committee of Nghe An province issued Decision No. 2856/QD-UBND dated June 28, 2026, approving the adjustment of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050. Attached to the decision are the development directions for the province's urban system in each stage.

According to the plan, by 2030, Vinh city will be a type II urban area, comprising 6 wards: Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc and Cua Lo.

After 2030, Vinh city will be expanded to 13 administrative units. In addition to the 6 existing wards, the plan includes adding 7 communes: Nghi Loc, Dong Loc, Hung Nguyen, Yen Trung, Trung Loc, Lam Thanh and Hung Nguyen Nam to the urban area.

Among these, the communes of Nghi Loc, Dong Loc, Hung Nguyen, Trung Loc, and Lam Thanh are slated to be established as wards after 2030.

In addition to expanding Vinh city, Nghe An province is also planning to develop a network of urban areas throughout the province. By 2030, the province will have 35 urban areas, including 5 type II urban areas and 30 type III urban areas.

Besides Vinh city, the remaining 4 type II cities include:

Hoang Mai urban area includes Hoang Mai, Tan Mai, and Quynh Mai wards, and the communes of Quynh Van and Quynh Anh.

Thai Hoa urban area comprises the wards of Thai Hoa and Tay Hieu, and the commune of Dong Hieu.

Dien Chau town comprises the communes of Dien Chau, Duc Chau, Quang Chau, Hai Chau, and Minh Chau.

The town of Đô Lương includes the communes of Đô Lương, Văn Hiến, Thuần Trung, and Lương Sơn.

The 30 Type III urban areas include: Hung Nguyen (Hung Nguyen commune), Quan Hanh (Nghi Loc commune), Quynh Son (Quynh Son commune), Nghia Long (Nghia Loc commune), Nghia Khanh (Nghia Khanh commune), Dung (Dai Dong commune), Tien Lien (Tam Dong commune), Hoa Thanh (Yen Thanh commune), Do Thanh (Dong Thanh commune), Van Tu (Van Tu commune), Cau Giat (Quynh Luu commune), Son Hai (Quynh Phu commune), and Tuan (Quynh Tam commune).

Nam Dan (Van An commune), Tra Lan (Con Cuong commune), Nghia Dan (Nghia Dan commune), Quy Hop (Quy Hop commune), Tan Ky (Tan Ky commune), Kim Nhan (Anh Son commune), Cay Chanh (Nhan Hoa commune), Kim Son (Que Phong commune), Tan Lac (Quy Chau commune), Song Dinh (Tam Hop commune).

Thach Giam (Tuong Duong commune), Muong Xen (Muong Xen commune), Long Xa (Hung Nguyen Nam commune), Trung Phuc Cuong (Thien Nhan commune), Nam Giang (Kim Lien commune), Khai Son (Yen Xuan commune) and Cho Thuong (Phuc Loc commune).

After 2030, Nghe An province aims to develop 39 urban areas, including 8 type II urban areas and 31 type III urban areas.

Compared to the period up to 2030, the province has added three more Type II urban areas: Dung, Hoa Thanh, and Cau Giat, based on upgrading from Type III urban areas.

Along with upgrading urban classifications, many cities have had their administrative boundaries expanded. Specifically:

In addition to the expansion of Vinh city to 13 administrative units, Thai Hoa city (Type II) was expanded from 3 administrative units including Thai Hoa and Tay Hieu wards and Dong Hieu commune to 5 administrative units, adding Nghia Loc and Nghia Khanh communes.

The Dien Chau urban area (type II) has expanded from 5 communes including Dien Chau, Duc Chau, Quang Chau, Hai Chau, and Minh Chau to 7 communes, adding An Chau and Tan Chau.

The Dung urban area was expanded from one commune, Dai Dong, to three communes: Dai Dong, Tam Dong, and Hoa Quan, and was upgraded from a type III urban area to a type II urban area.

The Hoa Thanh urban area expanded from one commune, Yen Thanh, to five communes: Yen Thanh, Quan Thanh, Hop Minh, Dong Thanh, and Van Tu, and was also upgraded to a type II urban area.

The Cau Giat urban area expanded from one commune, Quynh Luu, to four communes: Quynh Luu, Quynh Phu, Quynh Son, and Quynh Tam, and was upgraded to a type II urban area.

Meanwhile, the urban area of ​​Hoang Mai (Type II), comprising the wards of Hoang Mai, Tan Mai, Quynh Mai and the communes of Quynh Van, Quynh Anh; and the urban area of ​​Do Luong (Type II), comprising the communes of Do Luong, Van Hien, Thuan Trung and Luong Son, retain their original scope.

After Dung, Hoa Thanh, and Cau Giat were upgraded to type II urban areas, Nghe An's system of type III urban areas now has 31 urban areas.

The following 16 Type III urban areas will continue to be maintained: Nam Dan (Van An commune), Tra Lan (Con Cuong commune), Nghia Dan (Nghia Dan commune), Quy Hop (Quy Hop commune), Tan Ky (Tan Ky commune), Kim Nhan (Anh Son commune), Cay Chanh (Nhan Hoa commune), Kim Son (Que Phong commune), Tan Lac (Quy Chau commune), Song Dinh (Tam Hop commune), Thach Giam (Tuong Duong commune), Muong Xen (Muong Xen commune), Trung Phuc Cuong (Thien Nhan commune), Nam Giang (Kim Lien commune), Khai Son (Yen Xuan commune) and Cho Thuong (Phuc Loc commune).

The plan also includes the addition of 15 new urban areas, namely: Bach Ha (Bach Ha commune), Hung Chau (Hung Chau commune), Hai Loc (Hai Loc commune), Dai Hue (Dai Hue commune), Than Linh (Than Linh commune), Van Kieu (Van Kieu commune), Xuan Lam (Xuan Lam commune), Bach Ngoc (Bach Ngoc commune), Vinh Tuong (Vinh Tuong commune), Giai Lac (Giai Lac commune), Binh Minh (Binh Minh commune), Nam Nghia (Nam Dan commune), Nghia Hung (Nghia Hung commune), Cat Ngan (Cat Ngan commune) and Van Du (Van Du commune).

The following communes are slated to be converted into wards:

After 2030:The communes of Dong Loc, Trung Loc, Lam Thanh (Vinh city); Quynh Van, Quynh Anh (Hoang Mai city); Dong Hieu commune (Thai Hoa city); An Chau commune (Dien Chau city); Van Hien, Thuan Trung communes (Do Luong city); Tam Dong commune (Dung city); Quynh Phu commune (Cau Giat city); Con Cuong commune (Tra Lan city); Nhan Hoa commune (Cay Chanh city).

According to Resolution No. 111/2025/UBTVQH15 of the Standing Committee of the National Assembly on urban classification, effective from January 1, 2026, Vietnam's urban classification system comprises four levels: special urban areas, type I urban areas, type II urban areas, and type III urban areas.

According to regulations, the Ministry of Construction decides on the recognition of Type I urban areas; the Provincial People's Committee decides on the recognition of Type II and Type III urban areas and commune-level administrative units within urban areas.

Urban classification aims to assess the level of development of each city based on criteria such as population size, population density, proportion of non-agricultural labor, level of socio-economic development, level of infrastructure completion, and urban architecture and landscape. This is an important basis for planning, development management, resource allocation, and investment attraction.

The new regulations also reflect the current two-tiered model of local government organization, where urban areas are no longer independent administrative units but rather development spaces that may include one or more communes or wards. Therefore, urban classification is carried out based on urban space, not tied to a separate administrative level as before.
