Expanding Vinh city towards the sea to become a coastal city has been determined by the legal basis, which is Decision No. 827/QD of the Prime Minister dated June 12, 2020. This issue is of interest to many people in Vinh city and neighboring districts.

Last year, the city invested in the construction of a number of projects to expand urban space such as: RoadsNguyen Sy Sach extended, Tran Hung Dao Street extension, renovation of some major central roads of the city such as Nguyen Thi Minh Khai Street, Phan Dinh Phung Street, continue to carry out many localized flooding projects associated with the implementation of the City Drainage Project for the period 2021 - 2030.

Accordingly, Vinh city is expanded by taking a part of Hung Nguyen, a part of Nghi Loc and Cua Lo town. Recently, the Department of Home Affairs has advised to establish a Steering Committee, in which the Provincial Party Secretary is advised to be the Head of the Steering Committee to implement this Project. The city is actively connecting with departments, branches and the Central Government to gradually carry out the task of expanding Vinh urban area.

According toDecision 827/QD-TTgof the Prime Minister on approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo, Vinh city will be built to become a civilized and modern city, the center of the North Central region in the fields of finance, trade, tourism, science - technology, information technology, high-tech industry, health, culture, sports, education - training; with an advanced culture, imbued with Nghe An identity, developed society, and increasingly improved material and spiritual life of the people.

Decision 827/QD-TTg (June 12) stated: When all conditions are met according to regulations, the expansion of Vinh city's urban space will be implemented according to the general planning of Vinh city, Nghe An province to 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015, the scope includes:

- The entire city of Vinh;

- The entire town of Cua Lo;

- Nghi Loc District: The entire Quan Hanh town; the entire communes of Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Nghi Khanh, Nghi Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan and part of Nghi Xa commune located south of Nam Cam - Cua Lo road;

- Hung Nguyen District: The entire Hung Tay commune; part of Hung Nguyen town, Hung Loi and Hung My communes located north of National Highway 1 avoiding Vinh city, Hung Dao commune located north of National Highway 46 and National Highway 1 section avoiding Vinh city.
