The city of Vinh will expand towards the sea over the next three years.

The expansion of Vinh city towards the sea to become a coastal city has a legally established basis, namely Decision No. 827/QD of the Prime Minister dated June 12, 2020. This issue is of great interest to the people of Vinh city and neighboring districts.

Over the past year, the city has implemented investment in the construction of several projects to expand urban space, such as roads.Nguyen Sy Sach extendedThe project includes extending Tran Hung Dao Street, upgrading several major central city streets such as Nguyen Thi Minh Khai Street and Phan Dinh Phung Street, and continuing to implement many localized flooding projects associated with the city's drainage plan for the period 2021-2030.

At a press conference at the beginning of 2022, heTran Ngoc Tu- The Chairman of the City People's Committee stated that during this term, the city will thoroughly address unfinished road projects such as the extended Ly Thuong Kiet and Le Mao roads. "We will not let these projects drag on any longer; we will expand the bottlenecks in the city, primarily traffic junctions and development directions. The city will also renovate the Vinh River, expand the Vinh urban area on both banks, integrate the Vinh urban drainage system between wards, build a second regulating lake, and increase the drainage capacity for Vinh urban area. The hope of expanding Vinh into a coastal city is a demand and expectation of many city residents, fulfilling Decision 52 and Decision 827, expanding Vinh city to an area of ​​250 square kilometers."²We strive to complete the task of expanding Vinh city within the next three years, as stipulated in Decision 827/QD-TTg.

Accordingly, Vinh City will be expanded by incorporating parts of Hung Nguyen, Nghi Loc, and Cua Lo town. Recently, the Department of Internal Affairs advised on the establishment of a Steering Committee, with the Provincial Party Secretary serving as the head of the committee to implement this project. The city is actively coordinating with relevant departments, agencies, and the central government to gradually carry out the task of expanding Vinh city.

According toDecision 827/QD-TTgIn accordance with the Prime Minister's approval of the Project to develop Vinh City, Nghe An Province, into an economic and cultural center of the North Central region by 2023, as per Resolution No. 26-NQ/TW of the Politburo, Vinh City will be built into a civilized and modern city, a regional center of the North Central region in the fields of finance, trade, tourism, science and technology, information technology, high-tech industry, healthcare, culture, sports, and education and training; possessing an advanced culture rich in the identity of Nghe An, a developed society, and an increasingly improved material and spiritual life for its people.

Decision 827/QD-TTg (dated June 12) states: When conditions are met as prescribed, the expansion of the urban space of Vinh City shall be implemented according to the general planning of Vinh City, Nghe An province until 2030, with a vision to 2050, which was approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015, the scope of which includes:

- The entire city of Vinh;

- The entire town of Cua Lo;

- Nghi Loc District: The entire town of Quan Hanh; all of the communes of Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Nghi Khanh, Nghi Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan and a part of Nghi Xa commune located south of the Nam Cam - Cua Lo road;

- Hung Nguyen District: The entire Hung Tay commune; part of Hung Nguyen town; Hung Loi and Hung My communes located north of National Highway 1 bypassing Vinh city; Hung Dao commune located north of National Highway 46 and National Highway 1 bypassing Vinh city.
