The delegation from the People's Committee of Nghe An province surveyed and learned from the experience of the LNG thermal power project in Dong Nai.
On the morning of March 24th, a delegation from the Nghe An Provincial People's Committee, led by Mr. Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, conducted a working visit and on-site survey at the Nhon Trach 3 and 4 LNG Thermal Power Plant Project in Dong Nai province. The purpose of this activity was to study the practical situation to support the planning and implementation of the Quynh Lap LNG Thermal Power Plant Project in Nghe An.
Accompanying them were leaders from relevant departments, agencies, and specialized bodies.

In Dong Nai province, the delegation directly visited the technical infrastructure of the Nhon Trach 3 and 4 LNG Thermal Power Project.
This is the first liquefied natural gas (LNG)-fueled thermal power project in Vietnam, with a total capacity of over 1,600 MW, invested by Vietnam Oil and Gas Power Corporation (PV Power).

With a total investment of over $1.4 billion, the project, once fully operational, is expected to supply over 9 billion kWh annually. This is a crucial supplementary source of electricity in the southern region, especially during the energy transition and strong load growth period.
During their visit to the project, the Nghe An delegation learned firsthand about the operation process of the regasification system, combined-cycle gas turbine technology, and the environmental safety standards currently being applied.

In addition, the delegation members also spent time surveying the specialized port and storage system, and the infrastructure for receiving and storing LNG – the most important components of a gas-fired power plant complex.
During a working session with the Project Management Board and the investor of the Nhon Trach 3 and 4 LNG Thermal Power Plants, the Nghe An provincial delegation discussed various issues related to legal procedures, investment policy appraisal processes, and land clearance. The delegation also learned about the experience of coordinating between the locality and the investor to complete the infrastructure for electricity, water, and transportation connections; the operational process of the project management system from the investment preparation phase to the construction and installation of equipment; and environmental protection measures and technical solutions for wastewater and noise treatment in the project area.

In addition, the delegation also focused on understanding the difficulties and obstacles facing the project, as part of its scope falls within the industrial park; the practical challenges encountered during project implementation; and solutions to overcome them in order to ensure the project's progress.


This working trip is of great importance in providing factual data and practical experience for relevant departments and agencies of Nghe An province to study and advise the Provincial People's Committee.
The information gathered from the implementation in Nhon Trach will serve as a basis for Nghe An province to prepare the next steps for the Quynh Lap LNG Thermal Power Project. Thoroughly studying the successful model in Dong Nai will help the province proactively develop planning, select technology, and build suitable port and storage infrastructure options that match the geological, economic, and social conditions of the Dong Hoi area, ensuring the feasibility and effectiveness of the project.


On February 12, 2026, the People's Committee of Nghe An province approved the investment plan for the Quynh Lap LNG Thermal Power Plant project with a total capital of approximately VND 59,372 billion. The project is being implemented by a consortium of Vietnam Oil and Gas Power Corporation, Nghe An Sugar Company Limited, and SK Innovation (South Korea).
The plant has a designed capacity of 1,500 MW, consisting of two combined-cycle gas turbine units, each with a capacity of 750 MW. The project includes an LNG storage facility with a capacity of approximately 250,000 m³.3The system includes regasification facilities and a dedicated port capable of receiving vessels up to 150,000 tons. The projected fuel demand is approximately 1.15 million tons of imported LNG per year.
The project is expected to begin construction on some components on April 30, 2026.
Currently, Nghe An province is directing departments, localities, and investors to implement the next steps to ensure the project's progress (Detailed construction planning 1/500; Environmental impact assessment report; Feasibility study report (FS); Land clearance and handover, etc.).
