The working group of the National Assembly's Economic and Financial Committee conducted a field survey of the Vinh - Thanh Thuy expressway construction project.
On the morning of November 22nd, a delegation from the National Assembly's Economic and Financial Committee, led by Deputy Chairman Nguyen Minh Son, conducted a field survey along the proposed route for the Vinh - Thanh Thuy expressway investment project.
Receiving and working with the delegation was Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
Also attending were comrades Pham Hong Quang - Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Construction; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies; and leaders of departments, agencies, and localities.

The Vinh - Thanh Thuy expressway construction project is included in the road network planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021. It starts at Cua Lo, ends at Thanh Thuy border gate, and has a length of approximately 85km.

However, during this phase, the People's Committee of Nghe An province proposed investing in the section from Vinh to Thanh Thuy Border Gate, with the starting point at Km0+00 intersecting with the Eastern North-South Expressway section from Dien Chau to Bai Vot at the Hung Tay interchange, located in Hung Nguyen commune, and the end point connecting with the access road to the Thanh Thuy Border Gate Economic Zone. The project passes through the territory of 9 communes, with a total length of approximately 60 km.

Based on transportation needs and resource allocation, the project proposes investing in a 4-lane road; in areas requiring deep excavation and embankment, the roadbed and bridges/tunnels along the route will be built to a 6-lane scale; and land acquisition will be based on the 6-lane road plan.


The total estimated land area is approximately 648 hectares, including: 182 hectares of protective forest land (of which 180 hectares are watershed protection forest); 185 hectares of production forest land; 1 hectare of special-use forest land; 223 hectares of rice paddy land; 32 hectares of residential land; 7 hectares of national defense land; and 18 hectares of other land.

The total investment for the project is estimated at approximately VND 23,940.34 billion, of which the proposed funding sources are from the state budget, including: VND 100 billion from increased central government revenue in 2024 for investment preparation, which has been allocated by the Prime Minister in Decision No. 1566 dated July 19, 2025.
The central government budget for the period 2026-2030 will provide approximately 22,430 billion VND. The local government budget for the same period will provide approximately 1,411 billion VND to participate in land clearance work.


The entire route includes the construction of 7 interchanges connecting to expressways, national highways, and main provincial roads, providing convenient access to administrative centers, economic zones, industrial parks, and tourist destinations.
Specifically: Intersects with the North-South Expressway; Intersects with Provincial Road 539 leading to the Kim Lien Historical Site; Intersects with National Highway 15; Intersects with National Highway 46B; Intersects with the Ho Chi Minh Highway; Intersects with National Highway 46; the final junction connects to the Thanh Thuy Border Gate Economic Zone.

The project includes the construction of one tunnel through the mountain; the construction of 10 overpasses and interchanges; the construction of approximately 42 pedestrian underpasses; the construction of approximately 24km of service roads for local residents; and the planning of one rest stop at Km33+300.
It is estimated that approximately 2,833 households will be affected, with about 221 households requiring resettlement. Simultaneously, it is planned to construct 9 residential resettlement areas (1 in Hung Nguyen commune; 1 in Van An commune; 2 in Nam Dan commune; 1 in Xuan Lam commune; 2 in Hoa Quan commune; and 2 in Kim Bang commune).

During the field survey on the morning of November 22nd, the working group inspected the following locations: the starting point at Km0 in Hung Nguyen commune; the intersection with Provincial Road 539 at Km 5+900 in Kim Lien commune; the planned resettlement area at Km 34+200 in Hoa Quan commune; the intersection with Ho Chi Minh Highway at Km 38+600 in Kim Bang commune; and the project's end point at Km 60+00 in the Thanh Thuy Border Gate Economic Zone.

The field survey conducted by the National Assembly's Economic and Financial Committee is in preparation for the review of the Government's submission on the pre-feasibility study report for the Vinh - Thanh Thuy expressway construction project, which is expected to be presented to the National Assembly Standing Committee at its 51st session at the end of next month, for consideration and decision by the National Assembly at its 10th session, 15th term.
