The National Assembly delegation conducted a thematic supervision visit to Vinh Medical University.

(Baonghean.vn) - On the afternoon of January 24th, the Delegation of the National Assembly of Nghe An province conducted a thematic supervision of the implementation of policies and laws on reforming the organizational and management system at Vinh Medical University.

The meeting was chaired by Mr. Tran Nhat Minh, Member of the National Assembly's Law Committee and full-time National Assembly representative of the Vinh City National Assembly Delegation. Also present were Ms. Thai Thi An Chung, Member of the Provincial Party Committee and Deputy Head of the full-time National Assembly Delegation of the province, along with representatives from relevant departments and agencies, and representatives from the Vinh Medical University Council.

RECOMMENDATIONS ON AUTONOMY

Vinh Medical University was established by Decision 1077/QD-TTg dated July 13, 2010, of the Prime Minister, based on the upgrading of Nghe An Medical College. It is a public higher education institution under the People's Committee of Nghe An province, subject to the state management of education by the Ministry of Education and Training, and the management of specialized training content by the Ministry of Health. Its functions include training and professional development at the undergraduate and postgraduate levels in the field of healthcare, as well as carrying out other tasks assigned by the People's Committee of Nghe An province and other ministries and agencies.

Currently, Vinh Medical University is also training students in 5 postgraduate majors, 6 undergraduate majors, and 31 continuing education programs. Enrollment quotas remain stable...

Regarding the restructuring and reorganization of affiliated public service units, during the period 2018-2023, the University has one affiliated unit, the University Hospital, established in 2018. This is a public health service unit that is self-financing for both recurrent and investment expenditures, directly under and managed by the University; and subject to state management in professional matters by the Health Sector and related agencies.

Despite being established for over 10 years, the organizational and management structure of Vinh Medical University still faces many difficulties. According to the University Council's report, the implementation of some aspects of the mechanism for autonomous expenditure at the unit is currently still confusing, and the drafting and issuance of some internal documents are slow. Furthermore, the University Hospital has not yet had its job position plan approved after 5 years, leading to difficulties in recruitment...

Furthermore, during the implementation of activities, the University Council encountered many difficulties, expending considerable effort and time without achieving absolute consensus. Specifically, the Council had long ago drafted several important internal regulations (Financial Management Regulations; Regulations on the Management and Use of Public Assets; Regulations on Delegating Autonomy and Responsibility to Units and Individuals; Project on Using Public Assets for Business Purposes at the University Hospital...), but these remain unfinished. Monitoring and accountability activities faced numerous challenges, particularly regarding the management of public assets, autonomy, and financial operations.

CLARIFYING THE EFFECTIVENESS OF COORDINATION EFFORTS

Mr. Le Quoc Khanh, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Department, requested clarification on the relationship between the School Council and related departments, especially the School Hospital. He also asked for an explanation of why issues related to the School Hospital have not been resolved definitively for a long time.

The representative of the Supervisory Delegation also requested the School Council to clarify the shortcomings and propose amendments to regulations for effective management and operation.

Ms. Thai Thi An Chung, a member of the Provincial Party Committee and Deputy Head of the Provincial National Assembly Delegation, requested clarification on financial autonomy, the obstacles encountered, and proposed amendments to regulations to better suit management practices.

Concluding the working session, Mr. Tran Nhat Minh, Member of the National Assembly's Law Committee and full-time National Assembly representative from the Vinh Medical University delegation, acknowledged the opinions expressed by representatives of the University Council and the Hospital of Vinh Medical University. Based on the written recommendations, the Supervisory Delegation requested that Vinh Medical University standardize its management mechanisms, promote democracy and solidarity, and operate effectively. Recommendations related to organization, staffing, and autonomy of the public service unit will be compiled by the Supervisory Delegation and submitted to the competent authorities for consideration and action.
