The provincial National Assembly delegation worked with the Nghe An press and radio and television agencies on the implementation of the Press Law.
On the afternoon of October 9th, the Provincial National Assembly Delegation held a working session with the Nghe An Newspaper and Radio and Television agencies as part of a survey program on the implementation of the 2016 Press Law and to gather feedback on the draft revised Press Law.

Attending the working session were members of the Provincial Party Committee: Thai Thi An Chung - Deputy Head of the Standing Delegation of the National Assembly of Nghe An Province; Tran Minh Ngoc - Editor-in-Chief of Nghe An Newspaper and Radio and Television; leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Department of Culture, Sports and Tourism, and the Nghe An Provincial Journalists Association.

Effectiveness after merger
The Nghe An Newspaper and Radio and Television Station was established through the merger of the Nghe An Newspaper and the Nghe An Radio and Television Station, and began operations on July 1, 2025. At the time of the merger, the total number of staff and employees was 254. Currently, 13 have retired due to downsizing policies, leaving 241 employees. Of these, 125 are civil servants receiving salaries from the state budget and 116 are civil servants and employees receiving salaries from the agency's own revenue sources.
Along with the reduction in staff, the internal organizational structure has also been reorganized, from 16 departments to 12, and is now being further restructured according to Regulation No. 373, dated September 23, 2025, of the Central Party Secretariat.

After more than three months of operation, Comrade Tran Minh Ngoc - Member of the Provincial Party Committee, Editor-in-Chief of Nghe An Newspaper and Radio and Television - affirmed: The merger is a completely correct policy, reducing the number of administrative units while enhancing the unity and effectiveness in directing and managing propaganda work, demonstrating the convergence of multimedia journalism: print newspapers, online newspapers, radio, and television. At the same time, it increases the resources and effectiveness of information and propaganda of the press agencies on digital platforms; fulfilling the role of guiding and leading official information in the province.
In addition, many difficulties and challenges are arising related to the decrease in self-generated revenue, which at times has decreased by nearly 50%, while operating costs and the number of civil servants and employees receiving salaries from self-generated revenue are large.

Many suggestions were made regarding the draft Law on the Press (amended).
Based on practical experience, at the working session, comrades Tran Minh Ngoc - Member of the Provincial Party Committee, Editor-in-Chief of Nghe An Newspaper and Radio and Television; Pham Ngoc Canh - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; and Ho Thi Ngan - Standing Vice President of the Nghe An Provincial Journalists Association, proposed that the Provincial National Assembly Delegation pay attention to and contribute to the draft Law on Journalism (amended) on several issues, such as: It is necessary to research, amend, and include in the law a provision that each province has one leading multi-media press agency; and to establish a financial mechanism to ensure that local press agencies effectively perform their functions and tasks in the field of propaganda, in a way that assigns tasks and "commissions," avoiding conflicts of interest in operations, ensuring both effective propaganda work and journalistic economics; while also ensuring the independence, objectivity, and effectiveness of journalism.

The delegates also focused on discussing and contributing ideas to many aspects of the draft amended Law on Journalism, including researching and supplementing regulations on mechanisms to protect journalists and adding specific legal mechanisms to ensure journalists' right to access information, avoiding obstruction or avoidance of information provision.
In addition, regulations should be supplemented regarding the rights, responsibilities, and prohibited actions of journalists and media organizations; furthermore, regulations are needed to restrict the granting of operating licenses for specialized journals in localities.

Some comments also included suggestions about The agenda includes: proposing the granting of press operating licenses and cases for the revocation of press operating licenses and journalist cards; providing feedback on the economics of journalism; reviewing and supplementing regulations on planning and organizing the press system to ensure efficiency and avoid overlapping and fragmentation; clarifying the mechanism of autonomy and accountability of press agencies in management, finance, and personnel; collaboration in journalistic activities; and standardizing the titles of press agency leaders according to the current consolidated model.

Concluding the meeting, Ms. Thai Thi An Chung, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, highly appreciated the quality of information and the effectiveness of propaganda by Nghe An's newspapers, radio, and television, including the dissemination of information about the activities of the Provincial National Assembly Delegation; especially their active participation and high awards in two seasons of the Dien Hong Journalism Awards.

The Deputy Head of the Standing Delegation of the National Assembly of Nghe An Province also acknowledged several suggestions and proposals from the Nghe An Newspaper and Radio and Television agencies regarding investment in infrastructure and equipment to meet the requirements of the tasks in the new context.
Regarding the comments on the draft revised Press Law, the Provincial National Assembly Delegation will compile them and send them to the National Assembly delegates from Nghe An province for their consideration and participation in the speeches at the 10th Session of the 15th National Assembly, scheduled to open on October 20th.
