Reforming emulation and reward work in the new era.

(Baonghean.vn) - The Standing Committee of the Provincial Party Committee has just issued Directive No. 02-CT/TU dated March 1, 2016, on "continuing to innovate the work of emulation and commendation, successfully implementing the Resolution of the 18th Provincial Party Congress, term 2015 - 2020."

The directive points out that, in recent times, emulation and reward activities in the province have seen many positive changes, contributing to the successful achievement of economic and social development goals and tasks, ensuring national defense, security, and foreign affairs. However, the patriotic emulation movement is sometimes superficial, impractical, inconsistent, untimely, and lacks widespread impact; the awarding of prizes to small groups, direct laborers and producers, workers, farmers, entrepreneurs, businesses, and other groups in remote areas, border regions, and islands has not received sufficient attention. Some agencies, units, localities, and leaders have not paid sufficient attention to emulation and reward activities.

The directive calls for continued innovation in emulation and reward work, creating a strong transformation in the organization and implementation of patriotic emulation movements and reward work to successfully implement the Resolution of the 18th Provincial Party Congress, term 2015-2020, focusing on the following contents:

Continue to effectively implement Directive 34-CT/TW dated April 7, 2014, of the Politburo on continuing to innovate the work of emulation and commendation. Enhance the role and responsibility of Party committees and organizations at all levels in directing and organizing emulation movements, ensuring practicality and effectiveness.

Strengthen the dissemination of the Party's guidelines, the State's policies and laws, and President Ho Chi Minh's thoughts on emulation and reward work to all agencies, units, and all levels of the people. Create a strong shift in the awareness of cadres, Party members, and the people regarding the role, position, and importance of emulation and reward work.

Continue to innovate the content, form, and methods of organizing patriotic emulation movements. Each emulation movement must correctly identify its theme, content, and criteria, in accordance with the fulfillment of the political tasks of each agency, unit, and locality.

Innovate the reward system, ensuring it is timely, accurate, public, and transparent. The directive also requires further strengthening coordination between the government, the Fatherland Front, and mass organizations in developing the content, objectives, and plans for emulation campaigns; consolidating and improving the organizational system and apparatus; and regularly training and improving the professional skills of those working in emulation and reward activities from the provincial level to the grassroots. It also assigns the Party Committee of the Provincial People's Committee, the Party building committees, the Provincial Party Committee's Inspection Committee, and the Provincial Party Committee Office to direct, monitor, supervise, and inspect the implementation of this directive; and to report the results to the Provincial Party Standing Committee annually.
