General introduction

Tan Phu commune was established by merging four former communes: Hoan Long, Tan Phu, Nghia Thai, and Tan Xuan.

Administratively, the commune is organized into 30 hamlets, with the entire Party Committee comprising 52 subordinate Party branches and sub-branches, totaling 1,216 Party members. The population is 28,878 people, distributed across 6,977 households, representing a large and diverse community, creating a solid foundation for comprehensive development.

With a natural area of ​​93.32 km², Tan Phu is not only one of the largest communes but also possesses outstanding development potential. Strategically located, Tan Phu is facing a great opportunity for breakthrough development. This area has been selected for surveying and planning the construction of an industrial park. For example, the former Tan Phu area achieved an average growth rate of 10%, and the total production value is estimated at 448.1 billion VND, exceeding the target by 110%. The economic structure of Tan Phu is shifting in a positive direction, gradually reducing its dependence on agriculture. In the Nghia Hoan area, industry, construction, and services account for nearly 92% of the total production value. Although the old Tan Phu area still has a high proportion of agriculture (38.7%), the general trend is towards developing non-agricultural sectors. This shift has helped to increase people's income. The average per capita income in the old Tan Phu area reached VND 62.2 million/year, an increase of VND 14.2 million compared to the beginning of the term and exceeding the congress target by 129%. On average, the commune creates new jobs for more than 900 workers each year, while the rate of trained workers reaches 58%. In particular, poverty reduction efforts have been impressive, with the poverty rate decreasing to only 0.02%. The rate of people participating in health insurance has also reached 97%, demonstrating a deep concern for community health.

The commune has also actively promoted digital transformation. The rate of online public service delivery has reached over 95%, and social welfare benefits are paid promptly and to the correct recipients. During the 2025-2030 term, Tan Phu commune has set forth an ambitious development roadmap, focusing on strengthening the political system, creating economic breakthroughs, and comprehensively improving the quality of life for its people. Tan Phu commune aims to achieve an average growth rate of 10% - 11% in production value over the next five years. This growth is driven by a strong shift in the economic structure, with industry, construction, and services accounting for nearly 75%. Average per capita income is projected to reach 98 - 102 million VND/year by 2030, nearly double the current figure.

To achieve these goals, the commune will focus on three breakthroughs: developing key infrastructure (especially transportation and industrial cluster infrastructure); promoting digital transformation in administrative reform; and applying science and technology to agriculture to improve productivity and product quality. The commune also aims to reduce the poverty rate by 1.5% - 2% per year and strive to achieve advanced New Rural Area standards.
