A Moscow-Kiev dialogue is necessary; there can be no peace without Russia.

The situation is difficult to resolve, but restoring dialogue, at the appropriate time, will be necessary." He added: "We should think about how to end the conflict." Nehammer argued that although in April 2022, "there was still a possibility" for Russia and Ukraine to talk directly to each other, "today this is no longer possible because Russia does not want to negotiate."

Russian officials have repeatedly stated that Moscow has never refused to negotiate with Kyiv and is ready to receive any constructive proposals. In October 2022, Ukrainian leader Zelensky signed a decree ruling out any talks with President Putin.
