Dialogue with businesses and entrepreneurs on tax law.
On the occasion of Vietnamese Entrepreneurs' Day, on the morning of October 10th, the Vietnam Chamber of Commerce and Industry (VCCI) - Nghe An-Ha Tinh-Quang Binh Branch, in coordination with the Nghe An Provincial Tax Department, organized a forum to connect and exchange ideas with entrepreneurs and businesses in the area regarding the implementation of tax laws and regulations.
The forum for exchange and dialogue was chaired by representatives from the VCCI branch in Nghe An, Ha Tinh, and Quang Binh, representatives from the Nghe An Provincial Tax Department, and representatives from over 100 businesses and entrepreneurs who are members of VCCI.
In his opening remarks, a representative from the VCCI - Nghe An - Ha Tinh - Quang Binh Branch stated: The forum serves as a space to connect the business community and entrepreneurs with provincial authorities to foster collaboration and development.

The delegates participating in the dialogue were also informed about the province's socio-economic situation, the performance of businesses, and local budget revenue for the first nine months of the year.
Accordingly, the province's budget revenue reached over 18 trillion VND, meeting the planned target. Notably, 75% of the total budget revenue came from the production and business activities of enterprises.
At the Forum, representatives from the Risk Data Management Department of the Nghe An Provincial Tax Department introduced new tax regulations since the transition to a two-tiered local government system, so that the business community and entrepreneurs in the province could be informed.
Specifically, from July 1st to the present, 100 new legal documents related to tax policy have been issued, most notably the issuance of electronic invoices, tax-deductible input costs, and the implementation of the plan to abolish lump-sum tax for business households from January 2026.
Tax officials also informed that the Government has issued regulations on tax exemptions and reductions for green production activities, greenhouse gas emission reduction, and carbon certificate exports… Therefore, businesses need to proactively research, refer to, and apply them appropriately.
At the Forum, representatives from several businesses and entrepreneurs also exchanged views and made recommendations to the Nghe An tax department to promptly issue Circulars and Decrees guiding the Law on supporting small and medium-sized enterprises; to promptly amend Decree No. 181/2025/ND-CP detailing the implementation of the Value Added Tax Law to resolve difficulties related to deducting input costs for businesses and construction contractors; and to implement tax refund and reduction policies in cases where businesses receive preferential policies, export support, or investment in community projects.
In addition, businesses have also requested that the tax authorities consider reducing penalties for businesses operating in the transportation, construction bidding, or goods export sectors that are late in issuing invoices.
Based on the feedback and suggestions from businesses, Mr. Mai Dinh Tu, Deputy Head of the Nghe An Provincial Tax Department, addressed specific issues within the department's jurisdiction. Regarding major issues related to government and National Assembly regulations, the department will incorporate these into a report to the Ministry of Finance and the Government.
