The entities to whom protective forest land is allocated for management are those specified in the 2024 Land Law.

The entities to whom the State allocates protective forest land for management, use, protection, and development are stipulated in Article 185 of the 2024 Land Law as follows:

1. The State allocates protective forest land for management, use, protection, and development in accordance with the law on forestry to the following entities:

a) Management boards of protection forests, management boards of special-use forests, and units belonging to the People's Armed Forces;

b) Economic organizations operating on protective forest land interspersed within the production forest land area of ​​that organization;

c) Individuals legally residing in the commune where the protective forest is located;

d) Local communities in the commune where the protective forest is located.

2. The entities to whom the State has allocated protective forest land as stipulated in Clause 1 of this Article are permitted to construct infrastructure facilities to serve the management, protection, and development of the forest in accordance with the law on forestry.

3. Persons to whom the State allocates land as stipulated in Clause 1 of this Article shall be granted a Certificate of Land Use Rights and Ownership of Assets Attached to Land, but the assets shall not be recorded as public assets on the Certificate of Land Use Rights and Ownership of Assets Attached to Land.

4. Persons granted Certificates of Land Use Rights and Ownership of Assets Attached to Land as stipulated in Clause 3 of this Article, except for the management boards of protection forests and special-use forests, may exercise the rights of land users and must ensure compliance with the provisions of Clause 8, Article 45 of this Law.
