"Leveraging" policy credit funds in Quynh Luu

Despite economic difficulties, the Quỳnh Lưu branch of the Vietnam Social Policy Bank proactively followed the Party's guidelines and closely coordinated with the local authorities to expand credit scale in the first six months of 2026. Preferential capital was delivered to the right beneficiaries, affirming its important role as a "lever" in promoting the economy, achieving sustainable poverty reduction, and ensuring social security in the area.

Effective economic models

The effectiveness of policy-based capital flows is clearly demonstrated through a series of successful local economic models.

A prime example is the family of Ms. Nguyen Thi Thuan in Ben Nghe village, Quynh Thang commune. Thanks to accessing a 50 million VND loan from the near-poor household program, she proactively invested in a high-yield pineapple farming model. The application of science and technology, along with expanding the scale and providing systematic care, has helped the pineapple garden thrive, bringing in a stable income of 100-200 million VND per year.

This model not only improves family finances but also provides seasonal employment for many local workers, becoming a shining example of effectively utilizing preferential capital. This is practical proof that when capital is invested in the right way, people can confidently start businesses and legitimately become wealthy in their own homeland.

In Quynh Luu commune, Ms. Nguyen Thi Hai in Hamlet 7 is finding a sustainable path by planning and renovating her neglected garden. With a capital of 100 million VND, she focuses on planting specialty fruit trees such as pomelo, orange, and guava according to a commercial production model, while strictly applying cultivation techniques to optimize yield and quality of agricultural products.

"Previously, the garden was unproductive, resulting in unstable income. Since receiving capital, I decided to invest comprehensively, from improving the soil to selecting good seedlings. After a few years, the trees began to bear sweet fruit, and the income gradually stabilized, making life less difficult for my family," Ms. Hai confided.

Also in this area, Mr. Le Van Ngoc in Hamlet 3, Quynh Luu Commune, effectively utilized a 50 million VND loan to develop a cattle farming model. Thanks to his sound business practices and gradual expansion of the herd, the cattle farming model has brought in a steady income, helping to stabilize his family's economy.

"The timely arrival of capital enabled me to purchase breeding stock and upgrade my farm. Having a clear business direction has yielded noticeable results, and my family's life is now much more stable than before," Mr. Ngoc shared.

Based on the specific economic examples mentioned above, it can be affirmed that when preferential capital is disbursed to the right recipients and used for the right purposes, policy credit not only helps people increase their income but also creates a strong ripple effect throughout the community.

Focus funding on programs with a wide-ranging impact.

By June 30, 2026, the total outstanding balance of policy credit programs in Quynh Luu commune reached VND 1,122 billion, achieving 115.7% of the target set at the beginning of the year. This represents positive growth given the increasing demand for capital, demonstrating the attention of Party committees and authorities at all levels to policy credit activities, and reflecting the effectiveness of the advisory, management, and operational work of the Quynh Luu branch of the Vietnam Bank for Social Policies.

Capital is allocated promptly to priority credit programs, enabling people to invest in production development, expand businesses, create jobs, and increase income. The growth in outstanding loans is not simply an increase in capital scale, but also reflects people's trust in the preferential credit policies of the Party and the State, contributing to the practical implementation of these policies.

In the first six months of the year, 3,982 poor households and beneficiaries of social policies accessed preferential loans. Each disbursed loan not only provided financial resources but also opened up opportunities for people to confidently invest in economic development, create jobs, and stabilize their lives.

Closely adhering to the practical needs of the locality, the Quỳnh Lưu branch of the Vietnam Social Policy Bank prioritizes capital allocation to programs that directly impact the livelihoods, income, and quality of life of the people. In particular, the loan program supporting job creation, maintenance, and expansion achieved a turnover of over 30.5 billion VND, creating jobs for 619 workers. This capital has helped many households invest in expanding production, developing effective economic models, contributing to job creation locally, reducing the need for workers to leave their hometowns to find work, and simultaneously increasing income and stabilizing their lives.

The program for lending to production and business in disadvantaged areas achieved a disbursement of nearly 83 billion VND, continuing to be the program with the largest disbursement scale in the first six months of the year. Preferential capital has supported households in investing in agricultural development, livestock farming, crop cultivation, expanding service industries, gradually forming effective economic models, and increasing the production value and competitiveness of household economies.

For the rural water and sanitation loan program, loan disbursements reached nearly 54 billion VND, contributing to the construction of 2,336 water and sanitation projects. These projects not only improve living conditions and protect people's health but also contribute to fulfilling environmental criteria in the National Target Program for building new rural areas.

Besides supporting economic development, policy credit funds have also contributed to helping 155 households escape poverty and near-poverty, affirming the effectiveness of preferential credit policies in sustainable poverty reduction and improving the quality of life for the people.

Continuing to affirm the role of policy credit channels.

The value of policy credit lies not only in the scale of the capital but also in the efficiency of its use.

To date, the Quỳnh Lưu branch of the Vietnam Social Policy Bank has 473 active savings and loan groups operating in villages and hamlets. These groups serve as an "extension" of policy credit in delivering capital to the people, while also conducting transparent assessments, monitoring capital utilization, and urging timely repayment of principal and interest.

The average outstanding loan balance reached over 2.3 billion VND per group, demonstrating the increasing scale of operations and better meeting the borrowing needs of the people. Notably, the overdue loan rate was only 0.04% of the total outstanding loan balance, placing it in the very low range. This clearly demonstrates the quality of credit, the borrowers' repayment awareness, and the effectiveness of management, inspection, and supervision by the Social Policy Bank and the entrusted socio-political organizations.

The achievements in the first six months of 2026 further affirm the important role of the Quynh Luu Branch of the Vietnam Bank for Social Policies in implementing the Party's guidelines and the State's policies on sustainable poverty reduction, job creation, ensuring social security, and building new rural areas.

Through policy credit activities, the people's trust in the policies of the Party and the State continues to be strengthened, contributing to maintaining political stability, social order and security, and promoting local socio-economic development."

In the coming period, the Quynh Luu branch of the Vietnam Social Policy Bank will continue to closely follow the socio-economic development orientation of the locality, proactively advise the Party Committee and the government to pay attention to supplementing entrusted capital, improving credit quality, strengthening inspection and supervision of capital use, ensuring that preferential capital is transferred promptly, to the right beneficiaries, and maximizes its effectiveness. Through this, it will make a significant contribution to sustainable poverty reduction, new rural development, and socio-economic development in the locality, working together towards the humanitarian goal of "leaving no one behind".
