Urging GPMB of key projects
(Baonghean) - Many key projects in the area such as VSIP industrial park and service project, Song Lam cement factory grinding station (Nghi Thiet), Hoa Sen corrugated iron factory... are receiving attention and drastic direction from the Provincial People's Committee and sectors and levels.

The site clearance work for the VSIP Nghe An Industrial, Urban and Service Complex project is being carried out quite urgently. Currently, 48 hectares have been handed over to the investor, the locality has relocated 200 unclaimed graves; resolved 5 cases of agricultural land complaints. For the 178.5 hectares of phase 1 (excluding the 48 hectares handed over), there are currently 2 cemeteries with a large number of graves behind the Dai Loi gas station (about 2,000 graves) and the location close to the south of 72m road (about 1,000 graves) that are very difficult to relocate.
Therefore, according to the investor's opinion, the locality may not relocate the cemetery behind Dai Loi gas station but adjust it into a cemetery combined with green trees. The cemetery at the location south of 72m road will be studied for relocation. Up to now, the Compensation and Site Clearance Council of Hung Nguyen district has surveyed and selected the planning location of the new cemetery to serve the relocation and is submitting to the Provincial People's Committee and the Department of Construction to issue a decision allowing the survey and selection of the location.
According to the report of the Compensation and Site Clearance Council of Hung Nguyen district: 38 plots of land along Nguyen Van Be street are also being considered for relocation, expected to be arranged in the resettlement area of 72m road. 6 hamlet cultural houses and 1 stadium located along Nguyen Van Be street, Vinh City People's Committee and Hung Nguyen District People's Committee have surveyed the current land use status in the residential areas of hamlets east of the project and agreed to relocate all 6 cultural houses to the area inside the residential areas.
The relocation of 35kV and 22kV medium voltage power lines affecting phase 1A of the project is also underway. Recently, the Provincial People's Committee issued Notice No. 10/TB-UBND, in which the Department of Agriculture and Rural Development was assigned to preside over and coordinate with the Southeast Economic Zone Management Board to advise and submit to the Provincial People's Committee a decision to convert rice fields according to the Prime Minister's policy. The conversion of the purpose of using protective forest land in the Eo Gio area was also directed by the Provincial People's Committee to assign the Department of Agriculture and Rural Development to advise the Provincial People's Committee to decide to convert the purpose of using forest land in the VSIP Company area when mining land.
Up to now, the Board is coordinating with VSIP and the Department of Agriculture to complete the procedures related to the conversion of the purpose of using protective forest land. To have enough land for leveling, VSIP has also completed the survey and exploration of Eo Gio mine reserves to serve the project and is coordinating with related departments to complete the procedures to bring the mine into the project to serve the leveling work.
Investor representative, Mr. Edwin Chee - Deputy General Director of VSIP Nghe An Company Limited said: Currently, in addition to leveling the ground on 48 hectares, mine clearance work on an area of 750 hectares of the entire project is being carried out by VSIP on site.

Regarding the Hoa Sen Nghe An Factory project in Dong Hoi Industrial Park, it is expected that by the end of March 2016, a number of factories will continue to be completed. The construction progress at the construction site is being carried out very urgently. The massive stature of a new factory is taking shape. Recently, Chairman of the Provincial People's Committee Nguyen Xuan Duong also encouraged and urged the progress. In the total 35 hectares of land for the entire project, Hoang Mai town has cleared 22 hectares for handover; 13 hectares for handover in the next phase are continuing to be removed, the town is handling a few cases of illegal construction.
In the Cement Grinding Station project of Song Lam Vissai Cement Factory (Nghi Thiet, Nghi Loc district) (planned area of 73.08 ha), mainly used on protective forest land. The Northern Power Corporation has agreed to invest in the construction of a 110kV line to supply electricity for production to the Cement Grinding Station and socio-economic development in Nghi Loc district (on January 11, 2016, the Department of Industry and Trade chaired a field meeting with relevant agencies and units to agree on the route plan as a basis for submission to the Provincial People's Committee for approval). Song Lam Cement Joint Stock Company will invest in the construction of a transformer station with a capacity of (2x16MVA) providing 110/6kV voltage for the Cement Grinding Station. The relocation of the fishing boat mooring area of Nghi Thiet commune households to facilitate the project will be applied similarly to the policy of supporting the stabilization of life and production.
“The province and the sectors need to complete land acquisition and clearance at some locations so that the project can achieve its goals. The investor has completed the environmental impact assessment report and has been approved, so the Management Board should soon complete the procedures to convert the purpose of the protective forest. For the residential road west of the Cement Grinding Station project land, Nghi Loc has not yet completed the power line clearance, so the investor has not yet started building a new road for the people. As for the factory in Do Luong, there is also a problem with land acquisition and clearance for the investor's request for an additional 40 hectares to expand the factory, but Do Luong and Yen Thanh districts have not yet handed over the full area,” said Mr. Bui Quoc Quyen, Director of Song Lam Cement Factory.

Thus, in the past time, although all levels and sectors have tried very hard, the problem of land acquisition and clearance is still stuck. According to the leader of the Southeast Economic Zone Management Board, Vinh City People's Committee soon acquired land acquisition and clearance for phase 1A of the project to hand over the site to VSIP for leveling in March 2016, Hung Nguyen District People's Committee quickly established a resettlement plan, selected a suitable location for the relocation of 36 residential plots in the project area and the village cultural houses.
Nghi Loc District continues to complete the relocation of fishing boat mooring areas of Nghi Thiet households to suitable locations; soon complete compensation for land acquisition for 195m of residential road running through residential areas and complete the relocation of double electric poles within the boundary of the grinding station (237m), so that Song Lam Cement Joint Stock Company can construct and put this road into use, promptly serving the travel needs of the people as well as to speed up the construction progress of the grinding station....
