To whom should the compensation, support, and resettlement plan be sent when the State reclaims land for national defense and security purposes? This is a question of concern to Ms. Hoang Mai Huong (Hung Nguyen, Nghe An).
Reply:Based on Clause 4, Article 87 of the 2024 Land Law, the following is stipulated:
The sequence and procedures for compensation, support, resettlement, and land acquisition for national defense and security purposes; and socio-economic development for the national and public interest.

4. The units and organizations responsible for compensation, support, and resettlement have the following responsibilities:
a) Coordinate with the People's Committee at the commune level to disseminate and publicly post the decision approving the compensation, support, and resettlement plan at the commune-level People's Committee headquarters and at common gathering places in the residential area where the land is being acquired;
b) Send the compensation, support, and resettlement plan approved by the competent authority to each person whose land is being acquired, owner of assets attached to the land, and persons with related rights and obligations, clearly stating the amount of compensation and support, the arrangement of housing or resettlement land (if any), the time and place of payment of compensation and support; the time of arrangement of housing or resettlement land (if any) and the time of handover of the acquired land to the unit or organization implementing the compensation, support, and resettlement tasks;
c) Implement compensation, support, and resettlement arrangements according to the compensation, support, and resettlement plan approved by the competent authority.

Therefore, based on the above regulations, the unit responsible for compensation, support, and resettlement when the State reclaims land for national defense and security purposes must send the compensation, support, and resettlement plan, approved by the competent authority, to each person whose land is reclaimed, the owner of assets attached to the land, and those with related rights and obligations.
