Comrade Dương Đình Chỉnh attended the 4th session of the People's Council of Văn Kiều commune.
On the morning of August 6th, the People's Council of Van Kieu commune, term II, 2026-2031, held its 4th session to assess the implementation of socio-economic development tasks in the first six months of the year; to deploy directions and tasks for the last six months of 2026; and to decide on a number of important issues within its authority.
Attending and directing the session was Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Nghe An Provincial People's Council. Also present was Comrade Ngo Duc Kien - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Cua Lo Ward (Provincial People's Council delegate from Delegation Group No. 3).
The report presented at the meeting showed that, despite many difficulties following the merger, Van Kieu commune has achieved many positive results in various fields. The GRDP growth rate for the first six months of the year is estimated at 11.02%; state budget revenue reached over 276 billion VND, exceeding the provincial target. In agricultural production, the spring rice yield reached 62 quintals/hectare, with a total food production of 7,353 tons.
Administrative reform and digital transformation continue to be a highlight of the locality. The rate of timely processing of applications at the Public Administrative Service Center reached 99.75%. The "Saturday for the People" model is effectively maintained, supporting people in resolving land procedures and using online public services.
Regarding the results of the 4th Session of the 19th Provincial People's Council, Comrade Ngo Duc Kien stated that the Provincial People's Council had passed 23 important resolutions, including policies on allowances and benefits for part-time officials and those directly involved in activities at the block and hamlet levels; and regulations on the operation of People's Councils at all levels. The session also included questioning on land management, land use right certificate issuance, and construction planning – issues of concern to voters.
At the meeting, delegates spent considerable time discussing tasks and solutions for socio-economic development, and also considered and voted on several important resolutions, including: the Resolution on socio-economic development tasks for the last six months of 2026; the Plan to improve the effectiveness of the Commune People's Council for the 2026-2031 term; and the Resolution on allocating counterpart funds from the commune budget to implement the project to renovate and upgrade the road from National Highway 48E to Con Moc Parish and Hamlet 10.
Accordingly, the Commune People's Council unanimously agreed to allocate 2.45 billion VND in matching funds from the commune budget. This fund, along with 17.5 billion VND from the provincial budget, will be used to renovate and upgrade the road from National Highway 48E to Con Moc Parish and Hamlet 10, meeting the transportation needs of the people and promoting trade in the area.
One of the topics of interest and discussion among delegates was the plan to improve the efficiency of the Commune People's Council for the 2026-2031 term. The Commune People's Council aims to promote the application of information technology, implement 100% "paperless meetings," scan all documents using QR codes, and upload them online, contributing to improved research quality by delegates and reduced administrative costs.
At the meeting, the People's Council of the commune conducted questioning on areas of concern to voters such as land management, environmental protection, and infrastructure for the people. The delegates focused on clarifying the reasons for the delay in issuing land use right certificates; solutions for addressing pollution at the Nghi Lam quarry and livestock farms; and requested accelerated investment in upgrading the low-voltage power grid system and reinforcing irrigation canals to meet the production and living needs of the people.
In a spirit of frankness and responsibility, the meeting also focused on discussing 128 voter recommendations, mainly related to expediting the issuance of outstanding land use right certificates; addressing environmental pollution at livestock farms and the Nghi Lam quarry; and upgrading the low-voltage power grid and irrigation canals. The People's Committee of the commune committed to developing a specific roadmap to resolve these recommendations, ensuring that the backlog does not persist.
At the meeting, Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Nghe An Provincial People's Council, along with other delegates of the Provincial People's Council from Delegation Group No. 3, took the time to meet with and listen to the opinions and suggestions of voters in Van Kieu commune following the 4th Session of the 19th Provincial People's Council. This was also an opportunity for the delegates of the Provincial People's Council to inform voters about the results of the session, receive feedback and suggestions from the grassroots, and thereby continue to fulfill their roles and responsibilities as elected representatives in their constituencies.
