On the afternoon of May 21st, Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – held a working session with the Standing Committee of the Party Committees of eight communes: Dien Chau, Duc Chau, Quang Chau, Hai Chau, Tan Chau, An Chau, Minh Chau, and Hung Chau, regarding the socio-economic development, Party building, and the operation of the two-level local government.

Also attending the working session were comrades Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and leaders of provincial departments and agencies.

Growth rates ranged from 9% to over 12%.

According to reports from localities, after nearly 11 months of the new apparatus becoming operational in conjunction with the implementation of a two-tiered local government system, the Standing Committees of the Party Committees of the communes have focused on stabilizing the organizational structure and resolutely leading and directing the implementation of political tasks; the focus being on socio-economic development and improving the lives of the people.

The growth rate in communes by 2025 is projected to reach 9% to over 12%; average per capita income is expected to reach 65 to 83.5 million VND/year.

Local authorities are also resolutely innovating their leadership and management methods, improving the quality and efficiency of their work; and accelerating administrative reforms to better serve the people and businesses.

Alongside positive developments, leaders of the Provincial People's Committee, Provincial People's Council, departments, agencies, and localities frankly analyzed and clarified difficulties, limitations, and obstacles. Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - acknowledged the efforts, endeavors, and initial results of the localities.

Emphasizing the need for rapid and sustainable development, along with the high growth targets of 11-13% set by the province for the 8 communes in 2026, the Standing Deputy Secretary of the Provincial Party Committee requested that the communes correctly identify their local position, advantages, and development potential to choose appropriate directions based on reviewing planning and development orientations according to new spatial conditions; clearly defining industrial, logistics, urban, commercial, and service spaces; marine economic, fisheries logistics, and marine tourism spaces; high-tech agricultural, OCOP, craft village, and rural ecotourism spaces; and cultural, historical, spiritual, and ecological spaces associated with Cuong Temple, Cua Hien, Dien Thanh Beach, Hon Nhan, Xuan Duong Lake, craft villages, historical sites, and cuisine.

It is necessary to identify these 8 communes as important development zones of the province, making a worthy contribution to the goal of bringing Nghe An to rapid and sustainable development in the new phase.

This is coupled with continued innovation in leadership, guidance, and management methods, driven by a spirit of decisive action, clear assignment of responsibilities, tasks, deadlines, and expected outcomes; and the enhancement of professional quality and a sense of responsibility among cadres and civil servants to promote the achievement of set goals, targets, and tasks.

In line with the growth target, Comrade Hoang Nghia Hieu requested that communes shift strongly from an administrative management mindset to a development-oriented mindset; improve organizational and implementation capacity, with a high focus on key projects, especially the North-South high-speed railway, Tho Loc A Industrial Park, projects in the Southeast Economic Zone, urban, tourism, and sports areas south of the N2 road, transportation, urban, fishing port, and coastal infrastructure projects; and improve planning, land, and environmental management.

Local authorities must pay special attention to improving the material and spiritual lives of the people, effectively addressing their legitimate needs and rights at the grassroots level, and fostering high levels of public consensus to achieve the common development goals of each locality.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu also requested that communes focus on implementing the work of building a strong Party and political system; consolidating national defense and security, creating an environment and driving force to promote development in each locality, contributing to the overall development of the entire province.

Regarding the recommendations and proposals from localities, Comrade Hoang Nghia Hieu instructed provincial departments and agencies to genuinely cooperate and participate in researching and advising the province on solutions.
