On the afternoon of December 12th, after two days of work, the 35th session of the 18th Provincial People's Council, term 2021-2026, concluded. Dear voters and citizens of the province!

After two days of urgent, serious, democratic, active, and highly responsible work, the 35th session of the 18th Provincial People's Council successfully completed all the planned agenda items.

At the session, the Provincial People's Council discussed and commented on 32 reports, and unanimously approved 44 specialized resolutions in various fields, ensuring the overall stability and development of the province for the remainder of 2025, 2026, and subsequent years.

Distinguished members of the meeting!

In 2025, despite the rapidly changing, complex, and unpredictable global situation, and the intertwined opportunities, difficulties, and challenges within the country and province, the workload is immense; socio-economic development tasks are being implemented simultaneously with the task of reviewing, reorganizing, and streamlining the administrative apparatus and local government at two levels, with the requirement of ensuring quality and progress; natural disasters and floods are causing severe damage in many localities…

However, thanks to the timely attention and guidance from the Central Government; the decisive and thorough leadership of the Provincial Party Committee; the efforts in directing, deciding, managing, and implementing policies by the Provincial People's Council, the Provincial People's Committee, departments, agencies, and local Party committees and governments at all levels; and the joint support, sharing, and trust of all strata of the people and the business community... overall, the socio-economic development of the province has achieved many positive and fairly comprehensive results across all sectors and fields.

However, alongside the achievements, there are still some shortcomings and limitations such as: Businesses' production and operations still face many difficulties; the structure of state budget revenue sources is not truly sustainable, with revenue from land use fees still accounting for a large proportion; tax arrears remain high; and the disbursement progress of public investment from some capital sources is still slow.;Land reclamation and site clearance work has not been completely resolved; the operation of the two-tiered local government system still faces many difficulties and shortcomings; administrative reform has made progress but has not yet met the requirements; the re-encroachment on land and traffic safety corridors occurs in many localities; high-tech crimes such as fraud, property theft, and gambling remain complex and potentially dangerous.

Ladies and gentlemen!

2025 is a year of acceleration and breakthroughs to achieve the socio-economic development goals and targets for the 5-year period 2021-2025, creating a foundation for the implementation of the socio-economic development plan for the subsequent period. Regarding tasks from now until the end of 2025 and tasks for 2026, the Provincial People's Council emphasizes the following key tasks:

ButFirst,Focus your efforts and act decisively to achieve the goals and targets for 2025 that have been approved by the Provincial People's Council.

ButSecondly,Continue to monitor, inspect, supervise, and guide the operation of the local government apparatus at the commune level to promptly resolve difficulties, obstacles, shortcomings, and newly arising issues, ensuring the smooth, efficient, effective, and effective operation of the two-level local government apparatus; closer to the people and more responsive to their needs…

ButThird,Directing the acceleration of public investment disbursement, especially funds from national target programs, long-term funds, compensation payments, land clearance, tax collection, and outstanding construction debts.

ButFourth,Focus on reviewing and adjusting the Provincial Planning for the period 2021-2030, with a vision to 2050.

ButThe year isContinue reviewing and evaluating resolutions on mechanisms and policies issued by the Provincial People's Council to propose the abolition of policies that are unenforceable or ineffective, focusing resources on policies that create momentum for socio-economic development in the province during the 2026-2030 period; advise on adjusting and supplementing resolutions to conform with new regulations and guidelines from the Central Government when implementing a two-tiered local government; develop general planning for communes and inter-communes, supplement urban development planning; plan the construction of functional areas according to the approved provincial planning orientation; plan land use according to regulations; develop social housing…; manage investment projects using land in the province.

ButSixth,Preparing for the summary of the People's Councils at all levels for the 2021-2026 term and the conditions for successfully organizing the election of deputies to the 16th National Assembly and the election of deputies to the People's Councils at all levels for the 2026-2031 term.

- Seventh,The session unanimously adopted numerous resolutions across various fields, including many crucial contents that directly impact the socio-economic development, culture, education, health, and people's lives in the province; it also discussed and reviewed the report on the results of specialized supervision and adopted a resolution on the implementation of the National Target Program for Sustainable Poverty Reduction in the province. It is requested that the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, duties, and powers, proactively organize the implementation of the Provincial People's Council's resolutions immediately after this session to ensure they are put into practice and achieve high effectiveness; and periodically report to the Provincial People's Council.

ButEighth,The Provincial People's Council questioned two groups of issues: the effectiveness of state management in responding to and mitigating the consequences of natural disasters and restoring sustainable livelihoods for people in the province; the current situation, causes, and solutions for the future; and the digital transformation in the operations of state agencies in the province; the current situation, causes, and solutions for the future.

The questioning session revealed that the issues selected by the Provincial People's Council are timely, practical, and of great concern to voters and the public. The Provincial People's Committee, departments, agencies, localities, and relevant units are requested to seriously implement the conclusions. The Provincial People's Council will continue to monitor and supervise the implementation process by the relevant units, organizations, and individuals.

Distinguished members of the Provincial People's Council!

Dear voters and citizens of the province!

As 2025 is nearing the end of the 2021-2026 term, the Provincial People's Council requests that its members continue to uphold the spirit and responsibility of their representatives; review their action programs; and resolutely pursue the resolution of the legitimate opinions and aspirations of voters; thereby strengthening the trust of voters and the people of the province.

2026 is a significant year, marking the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the implementation of the Resolution of the 20th Provincial Party Congress for the 2025-2030 term, and the first year of implementing the 5-year socio-economic development plan for 2026-2030.

With the close leadership of the Provincial Party Committee; the active guidance of the Provincial People's Council, all levels and sectors; the involvement of the entire political system; and the support of the people and the business community, we are confident that the tasks for the province's socio-economic development in 2026, as well as the 2026-2030 term, will be successfully completed.

With the Lunar New Year of the Horse in 2026 fast approaching, the Provincial People's Council requests that all levels, sectors, agencies, units, and localities make thorough preparations to ensure the people can enjoy the Spring Festival and celebrate the New Year, especially in ensuring social welfare, caring for policy beneficiary families and those who have rendered meritorious services, and actively mobilizing the whole society to support and assist the poor and those in difficult circumstances to stabilize their lives and celebrate the New Year, ensuring "no one is left behind". Emphasis should be placed on ensuring security and order, traffic safety, and food safety; and effectively managing festivals and cultural activities before, during, and after the New Year.

On behalf of the Provincial People's Council, I would like to express my sincere gratitude to the distinguished guests, the delegates of the Provincial People's Council, the press and media agencies, and the service units that contributed to the success of this session. I wish all delegates good health, happiness, and success. I declare the closing of the 35th Session of the 18th Provincial People's Council, term 2021-2026.
