On the afternoon of April 15th, the Standing Committee of the Provincial Party Committee held a meeting with specialized agencies advising and assisting the Provincial Party Committee to evaluate the results of tasks performed in the first quarter and to implement key tasks for the second quarter of 2026.

The Party Committee's advisory staff issued 1,092 documents.

In the first quarter of 2026, the specialized agencies advising and assisting the Provincial Party Committee closely followed the work program, proactively advised, proposed, and implemented many important tasks in a timely and high-quality manner.

The focus is on advising on the concretization and implementation of the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress; advising on the successful organization of the elections for National Assembly and People's Council representatives at all levels for the 2026-2031 term; and advising on the effective organization of propaganda, dissemination, and support for the activities of the Party committees.

In the first quarter, agencies advised the Standing Committee of the Provincial Party Committee, the Provincial Party Committee's Executive Committee, and the Provincial Party Committee to issue 1,092 documents, including 10 directives related to the implementation of the province's key strategic tasks. These included directives on strengthening the Party's leadership in implementing the "Three Best: Most Disciplined - Most Loyal - Closest to the People" emulation movement in the province; directives on continuing to consolidate the organizational structure of local governments at two levels, promoting decentralization and delegation of power in the province; and directives on strengthening leadership and guidance in land clearance for investment projects and public investment management, and resolving outstanding debts in basic construction funded by the state budget in the province…

The specialized agencies advising and assisting the Provincial Party Committee have also proactively strengthened guidance, inspection, and supervision within their professional scope and authority; especially supervising the implementation of resolutions, action programs, key projects implementing the resolutions of Party congresses at all levels, and election work…

Administrative reform, digital transformation, and document digitization continue to be implemented by agencies, contributing to improved efficiency in handling and managing work.

Besides the achievements, the meeting participants also frankly pointed out some limitations that need continued attention and more effective leadership and guidance in the future. These include: the situational awareness and forecasting were sometimes not timely; the digital transformation process was not synchronized; and the handling of some cases was still slow.

Strengthening grassroots level

Concluding the conference, Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – highly appreciated and acknowledged the efforts, sense of responsibility, and self-motivation of the specialized agencies advising and assisting the Provincial Party Committee in proactively advising and proposing the successful implementation of many tasks within their functions and authority.

Regarding the key tasks for the second quarter of 2026, Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized: Continue to promote the dissemination, understanding, and implementation of the Resolution of the 14th National Party Congress, the Resolution of the 20th Provincial Party Congress, the Resolution of the Second Plenum of the 14th Central Committee, and other resolutions and conclusions of the Central and provincial authorities, ensuring practicality, effectiveness, and alignment with the political tasks of each agency, unit, and locality.

The specialized agencies advising and assisting the Provincial Party Committee are focusing on improving the quality of their advice and proposals, proactively reviewing, updating, and specifying programs and plans for implementing resolutions, ensuring timely progress and quality of content. They are also continuing to advise on the restructuring of the organizational apparatus and personnel work after the elections; improving the quality of the cadre, especially grassroots cadres.

Strengthening inspection and supervision of Party discipline enforcement, focusing on monitoring the implementation of Central Committee resolutions and organizing activities in localities after the operation of the two-tiered local government system. Tasks and solutions to ensure the target of average gross domestic product growth of over 10% during the 2026-2030 period.

Enhance the effectiveness of internal affairs work, prevent and combat corruption, waste, and negative practices; proactively monitor the situation and promptly handle complex and prominent issues of public concern. Promote administrative reform and digital transformation within Party agencies, and strengthen the application of information technology in directing, managing, and handling work.

In addition to general issues, the Standing Deputy Secretary of the Provincial Party Committee, Hoang Nghia Hieu, also directed each specialized agency to advise and assist the Provincial Party Committee on a number of specific tasks according to their functions, duties, and authority; at the same time, he received and responded to a number of suggestions from agencies, prioritizing the resolution of obstacles and difficulties for communes and wards, especially consolidating and improving the quality of grassroots-level cadres to meet the demands of their tasks.
