Comrade Nguyen Dac Vinh: The Provincial People's Committee needs to provide decisive direction to achieve development goals.

(Baonghean.vn) - Assessing the achievements in the first six months of 2017, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Head of the National Assembly Delegation of Nghe An province, Secretary of the Provincial Party Committee - assigned tasks to the Provincial People's Committee to actively implement solutions to promote socio-economic development and strive to achieve the set goals.

According to the report presented by Comrade Le Xuan Dai – Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, the Gross Regional Domestic Product (GRDP) growth rate in Nghe An province in the first six months of the year is estimated at 6.9%, higher than the same period in recent years (6.37% in 2014; 6.51% in 2015; and 6.61% in 2016).

This is seen as an encouraging sign in achieving the growth targets for socio-economic development in the area.

The agricultural, forestry, fisheries, industrial, and service-trade sectors all experienced significant growth. The province implemented numerous solutions to improve its Provincial Competitiveness Index (PCI), enhance the investment and business environment, especially administrative procedures, and create favorable conditions for business development. Total investment in the province during the first six months of 2017 reached VND 24,792 billion, an increase of 10.86% compared to the same period last year.

State budget revenue in the province is estimated at 5,634 billion VND, reaching 48.6% of the provincial People's Council's projected target and increasing by 16.1% compared to the same period in 2016. Of this, domestic revenue is 4,964 billion VND, reaching 46.7% of the projected target and increasing by 11.3% compared to the same period in 2016.

Export activities performed well, with total export turnover in the first six months of 2017 reaching $452 million, an increase of 25.86%, of which goods exports reached $307.9 million, an increase of 31.38% compared to the same period. The tourism sector increased by 32% compared to the same period in 2016 with 2.1 million overnight visitors, and total tourism revenue reached VND 3,015 billion, an increase of 57% compared to the same period…

As of June 15th, the province had granted new investment licenses (including approval of investment policies) for 81 projects, with a total registered investment capital of VND 10,187.9 billion; and adjusted 11 projects with a total capital of VND 287.55 billion. Notable large projects include: Hemaraj1 Industrial Park; MDF wood and fiberboard manufacturing plant; container manufacturing plant of TKV Group; and the Cau Cau service and resort investment project…

Simultaneously, significant achievements have been made in the fields of culture, society, education, health, tourism, and national defense and security. Social welfare has received attention, and poverty reduction efforts have been prioritized; the construction of new rural areas in localities has been accelerated with the support of the State and the active participation of the people; currently, 152 communes in the province have met all 19 criteria, and 2 district-level units have completed the construction of new rural areas.

During the meeting, members of the Provincial People's Committee and relevant departments analyzed the current situation, highlighting achievements as well as existing problems and difficulties. Based on this analysis, they proposed solutions to overcome obstacles and promote socio-economic development in the province.

The major task set for 2017 is for the province to strive to achieve a GRDP growth target of 8-9%. This is a significant challenge that requires the provincial leadership and relevant departments to implement more proactive and effective solutions.

Many opinions suggested that the Provincial People's Committee should improve its management and supervision of all levels and sectors, accelerate the disbursement of public investment, continue to support businesses, enhance the efficiency of the service and trade sectors, focus on resolving difficulties for farmers, speed up construction, and bring key projects into operation soon…

Speaking at the meeting, Comrade Nguyen Dac Vinh acknowledged the efforts of the Provincial People's Committee and departments, agencies, and localities in promoting socio-economic development solutions in the first six months of 2017. Statistical indicators show positive results, but looking at the goals set out in the Resolution of the Provincial Party Congress for the 2015-2020 term, more decisive action is required from the Provincial People's Committee, departments, agencies, and localities.

Based on that, it is necessary to focus on administrative reform, promptly realize investment projects, contribute to job creation for workers, and increase revenue in the province. The Provincial Party Secretary requested the Provincial People's Committee, departments, and localities to accelerate the implementation of the Vinh-Cua Lo highway construction project to promote investment between the province's growth poles.

At the same time, actively support business development, remove difficulties for businesses in each sector, focusing on key areas and achieving practical results. The Provincial Party Secretary also assigned the Provincial People's Committee the task of effectively directing the implementation of solutions to increase revenue, balance revenue and expenditure, and allocate funds to key projects that have a significant impact on economic and social development.

These solutions can be implemented in the last six months of the year, but they also need to be accelerated in the following years to achieve the goals of the 2015-2020 term. Besides boosting investment attraction, the Provincial People's Committee also needs to resolutely revoke slow-moving projects and those signed in a way that merely holds land, in order to allocate it to other businesses for sustainable investment.

Comrade Nguyen Dac Vinh also instructed the Provincial People's Committee to direct the effective implementation of transferring some agricultural and forestry land areas to people for production and to accelerate the implementation of World Bank (WB) loan projects in Vinh City.

Comrade Nguyen Xuan Duong, on behalf of the Provincial People's Committee, received the directives from the Provincial Party Secretary and assigned specific tasks to the relevant departments for implementation, focusing intensely on solutions to boost socio-economic development in the province.
