Comrade Nguyen Duc Trung holds the position of Deputy Secretary of the Hanoi City Party Committee.

On the afternoon of November 10th, the Hanoi City Party Committee held a conference to announce the Politburo's decision on personnel matters.

Attending the conference was Comrade Nguyen Duy Ngoc - Member of the Political Bureau, Secretary of the Hanoi City Party Committee.

Also attending were Central Committee members: Tran Sy Thanh, Chairman of the Central Inspection Committee; Nguyen Quang Duong, Deputy Head of the Central Organization Department; Tran Van Ron, Standing Deputy Chairman of the Central Inspection Committee; along with other Deputy Chairmen of the Central Inspection Committee, members of the Standing Committee of the Hanoi City Party Committee, and members of the Standing Committee of the Hanoi City Party Committee.

The leaders of Nghe An province included: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with other members of the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Executive Committee...

At the conference, Nguyen Quang Duong, member of the Central Committee of the Party and Deputy Head of the Central Organization Department, announced the Politburo's decision on personnel matters.

The Politburo decided that Comrade Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee, would cease participating in the Executive Committee and Standing Committee, and would relinquish his position as Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term; he would be transferred and appointed to participate in the Executive Committee and Standing Committee, and hold the position of Deputy Secretary of the Hanoi City Party Committee, 18th term, 2025-2030.

At the conference, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc presented the Politburo's decision and offered flowers to congratulate Hanoi Party Deputy Secretary Nguyen Duc Trung.

Comrade Nguyen Duc Trung was born in 1974 in Thanh Hoa province; his professional qualifications include a Master's degree in Political Economy, a Bachelor's degree in Economics, and a Bachelor's degree in English; his political theory level is Advanced.

Speaking at the ceremony to assign duties to Comrade Nguyen Duc Trung, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc emphasized that the Politburo's decision to appoint Comrade Nguyen Duc Trung as Deputy Secretary of the Hanoi Party Committee and to nominate him for election by the Hanoi People's Council as Chairman of the Hanoi People's Committee for the 2021-2026 term demonstrates the Politburo's trust in Comrade Nguyen Duc Trung's qualities, capabilities, prestige, and practical achievements; and reflects the Central Committee's determination to build a team of cadres capable of meeting the requirements and tasks of the Capital city.

The Secretary of the Hanoi City Party Committee assessed Comrade Nguyen Duc Trung as a well-trained cadre who has held many positions at the central and local levels. He is a capable and experienced cadre in state management and Party building; with innovative thinking, a scientific and decisive working method, close attention to the grassroots, daring to think, daring to act, daring to take responsibility, and always completing assigned tasks well; contributing to the overall achievements and results of the locality, agency, and unit.

Hanoi Party Secretary Nguyen Duy Ngoc expressed his confidence that Comrade Nguyen Duc Trung will continue to inherit the traditions of the thousand-year-old capital, a land of culture and heroism, the spirit of unity, courage, intelligence, and creativity; continue to innovate and strive for strong progress; build upon the achievements of the Executive Committee, the Standing Committee, and his predecessors; and together with the Standing Committee of the City Party Committee, lead and guide the Party Committee, government, and people of the capital to successfully complete all assigned tasks; build and develop Hanoi to be worthy of its thousand-year-old cultural capital, a center of economic and political development, a center of growth, innovation, and creativity, and contribute positively to the overall development of the country.

Hanoi Party Secretary Nguyen Duy Ngoc also requested the Executive Committee, the Standing Committee of the City Party Committee, and leaders at all levels and sectors throughout the city to continue to uphold the tradition of solidarity and unity, supporting and accompanying Comrade Nguyen Duc Trung in fulfilling his assigned tasks.

Regarding the implementation of specific tasks, the Secretary of the Hanoi City Party Committee requested that the entire political system of the city focus on reviewing the action program to implement the Resolution of the 18th Congress of the Hanoi City Party Committee, in accordance with the "six clear" principle: clear person, clear task, clear time, clear responsibility, clear product, and clear authority, in order to quickly bring the Resolution into life.

According to the Party Secretary, Hanoi needs to concretize and comprehensively implement the 9 strategic resolutions of the 13th Politburo, adhering to the spirit of action: "Hanoi says it and does it, does it quickly, does it correctly, does it effectively, and does it to the end."

The Party Secretary also emphasized the need to continue institutionalizing and perfecting the city's strategic document system, including Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of the capital city, the 2024 Capital City Law, and two major planning documents.

Building upon that foundation, the city continues to develop a comprehensive master plan for Hanoi's long-term development, focusing on fundamentally addressing urban issues such as underground space, flooding, environmental pollution, and traffic congestion.

In his acceptance speech, Deputy Secretary of the Hanoi City Party Committee Nguyen Duc Trung expressed his deep gratitude to the Politburo for entrusting him with this new responsibility; he also sincerely thanked Politburo member and Secretary of the Hanoi City Party Committee Nguyen Duy Ngoc; and the members of the Standing Committee, the Executive Committee, and the Party Committee of Hanoi City for their support and for creating favorable conditions for him to work at the Hanoi City Party Committee.

Emphasizing that this is both an honor and a great responsibility before the Party Committee, the government, and the people of Hanoi, and to live up to that trust, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung affirmed that he will dedicate all his passion, intellect, and strength to striving to successfully complete the assigned tasks; constantly improve himself, maintain political integrity, uphold a high sense of responsibility, be proactive, creative, innovative, and honest in public service ethics, wholeheartedly and diligently transform pressure into motivation, stay close to the grassroots, be close to the people, listen, be open to feedback, and learn.

Seriously absorbing and fully understanding the profound directives and specific tasks assigned by Hanoi Party Secretary Nguyen Duy Ngoc, Comrade Nguyen Duc Trung stated that, in his new position, these are key tasks and priorities to be implemented in the coming period.

On this occasion, Deputy Secretary of the Hanoi City Party Committee Nguyen Duc Trung expressed his deep gratitude to the Party Committee, government, and people of Nghe An province - the homeland of President Ho Chi Minh - for their trust, assistance, and support during his nearly six years of work.

Looking back at the development of Thang Long - Hanoi, a land of "spiritual and talented people," where the essence and spirit of the nation converge, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung emphasized that the demands for the capital's development in the new phase are immense. Hanoi must not only promote its cultural heritage and identity but also fulfill its mission of leading and spreading development, becoming a center of innovation, a modern city, and a driving force and engine of growth for the entire region and the country.

Recalling the directives of General Secretary To Lam at the 18th Congress of the Hanoi City Party Committee, the Deputy Secretary of the City Party Committee affirmed that the General Secretary's strategic orientations are the guiding principles for the actions of the entire Party Committee: Hanoi must create a completely new governance model, capable of coordinating and thoroughly resolving urgent issues, while opening up a vision for sustainable development; culture, identity, and creativity must be placed at the center of all development orientations, considering them as endogenous resources, the foundation for forming the character, intellect, and upward momentum of the Capital.

"These directives serve as a reminder for us to constantly innovate our thinking, our methods, our governance, and to act decisively and effectively for the comprehensive development of Hanoi," said Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee.

In his new position, the newly appointed Deputy Secretary of the Hanoi Party Committee affirmed that he will wholeheartedly dedicate himself and strive to prioritize the interests of the Party, the people, and the capital city above all else. He also pledged to work with the leadership of the City Party Committee, headed by Party Secretary Nguyen Duy Ngoc, to maintain unity and cohesion, to think boldly, act decisively, take responsibility, and act effectively.

Deputy Secretary of the City Party Committee Nguyen Duc Trung emphasized that he would work with the City Party Committee to seriously and effectively implement the Party's guidelines, policies, and resolutions, especially the nine key resolutions as directed by the City Party Secretary.

This is coupled with the implementation of the 5 development perspectives, 43 key targets, 3 breakthroughs, and 10 groups of key tasks outlined in the Resolution of the 18th City Party Congress, as well as the 7 tasks in accordance with the directives of General Secretary To Lam at the 18th City Party Congress.

In that spirit, the Deputy Secretary of the City Party Committee affirmed that he will continue to work with the city's leadership to concretize and effectively implement Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045, along with the implementation of the 2024 Law on the Capital City. In the immediate future, the focus will be on achieving and completing at the highest possible level the socio-economic development goals and targets for 2025 as directed by the Secretary of the City Party Committee and the Standing Committee of the City Party Committee.

Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung expressed his hope to continue receiving the attention, leadership, and guidance of the Politburo, the Secretariat, the National Assembly, the Government, the Prime Minister, central agencies, and the coordination and support of localities. He also hoped that the collective of the Hanoi Party Committee, People's Council, People's Committee, Fatherland Front Committee, agencies, units, and all cadres, Party members, and people of Hanoi would cooperate and support the implementation of assigned tasks.
