On the afternoon of November 10, the Hanoi Party Committee held a conference to announce the Politburo's decision on personnel work.

Attending the conference were comrade Nguyen Duy Ngoc - Politburo member, Secretary of Hanoi Party Committee.

Also attending were Party Central Committee members: Chairman of the Central Inspection Commission Tran Sy Thanh; Deputy Head of the Central Organization Commission Nguyen Quang Duong; Permanent Deputy Chairman of the Central Inspection Commission Tran Van Ron, along with Deputy Chairmen of the Central Inspection Commission, Standing members of the Hanoi Party Committee, and members of the Hanoi Party Committee Standing Committee.

At the conference, Party Central Committee member and Deputy Head of the Central Organization Commission Nguyen Quang Duong announced the Politburo's decision on personnel work.

The Politburo decided that comrade Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee, ceased to participate in the Executive Committee, Standing Committee, and ceased to hold the position of Secretary of Nghe An Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of Hanoi Party Committee, term XVIII, term 2025-2030.

At the conference, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc presented the Politburo's Decision and flowers to congratulate Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung.

Comrade Nguyen Duc Trung was born in 1974, hometown Thanh Hoa province; professional qualifications: Master of Political Economy, Bachelor of Economics, Bachelor of English; Political theory level: Advanced.

Speaking at the assignment of tasks to comrade Nguyen Duc Trung, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that the Politburo's assignment and appointment of comrade Nguyen Duc Trung to hold the position of Deputy Secretary of the Hanoi Party Committee; and the introduction for the City People's Council to elect him as Chairman of the Hanoi People's Committee for the 2021-2026 term demonstrates the Politburo's trust in the qualities, capacity, prestige and practical achievements of comrade Nguyen Duc Trung; and demonstrates the Central Committee's determination to build a team of cadres to meet the requirements and tasks of the Capital.

The Secretary of the Hanoi Party Committee assessed that Comrade Nguyen Duc Trung is a well-trained cadre, who has held many positions at the central and local levels, is a cadre with capacity and experience in state management and Party building; with innovative thinking, scientific working methods, determination, closeness to the grassroots, daring to think, daring to do, daring to take responsibility, always completing assigned tasks well; contributing to the overall achievements and results of the locality, agency and unit.

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc believes that Comrade Nguyen Duc Trung will continue to inherit the tradition of the capital with a thousand years of civilization, heroism, solidarity, courage, intelligence, creativity, continue to innovate, and aspire to rise strongly; promote the achievements that the Executive Committee, the Standing Committee, and predecessors have achieved, together with the Standing Committee members of the City Party Committee, lead and direct the Party Committee, government, and people of the capital to excellently complete all assigned tasks; build and develop Hanoi worthy of the capital with a thousand years of civilization, an economic-political center, a center of development, growth, innovation, and creativity, contributing positively to the overall development of the country.

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc also requested the Executive Committee, the Standing Committee of the City Party Committee, and leaders at all levels and sectors in the whole city to continue promoting the tradition of solidarity, unity, support, and accompany comrade Nguyen Duc Trung to complete the assigned tasks.

Regarding the implementation of specific tasks, the Secretary of the Hanoi Party Committee requested that the entire political system of the city focus on reviewing the action program to implement the Resolution of the 18th City Party Congress, in line with the motto of "six clear": clear people, clear work, clear time, clear responsibility, clear products and clear authority, in order to quickly bring the Resolution into life.

According to the Secretary of the City Party Committee, Hanoi needs to concretize and synchronously implement the 9 strategic resolutions of the 13th Politburo, thoroughly grasping the spirit of action "Hanoi says what it says, does, does it quickly, does it correctly, does it effectively, does it to the end".

The City Party Secretary also emphasized the need to continue institutionalizing and perfecting the City's strategic document system, including Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital, the Capital Law 2024 and two major plans.

On that basis, the city continues to build a master plan for Hanoi's development with a long-term vision, focusing on fundamentally solving urban problems such as underground space, flooding, environmental pollution, and traffic congestion.

Speaking at the ceremony to receive the assignment, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung expressed his deep gratitude to the Politburo for assigning him the new responsibility; and sincerely thanked Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; and comrades in the Standing Committee, Standing Committee, and Executive Committee of the Hanoi Party Committee for their support and creating favorable conditions for him to work at the Hanoi Party Committee.

Emphasizing that this is an honor but also a great responsibility before the Party Committee, the government and the people of the capital. To be worthy of that trust, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung affirmed that he will devote all his heart, intelligence and strength to strive to successfully complete the assigned tasks; constantly train, maintain political mettle, uphold the spirit of responsibility, proactiveness, creativity, innovation, integrity in public ethics, dedication, turn pressure into motivation, be close to the grassroots, close to the people, listen, be receptive and learn.

Seriously receiving and fully grasping the profound instructions and assigning specific tasks from Hanoi Party Secretary Nguyen Duy Ngoc, comrade Nguyen Duc Trung said that in his new position, he determined these to be key tasks and priorities to be implemented in the coming time.

On this occasion, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung expressed his deep gratitude to the Party Committee, government and people of Nghe An province - the homeland of President Ho Chi Minh - for always trusting, helping and creating favorable conditions for him during the past 6 years of work.

Looking back at the development of Thang Long - Hanoi, the land of "geomancy and talent", where the quintessence and spirit of the nation converge, Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung emphasized that the development requirements of the capital in the new period are extremely great. Hanoi must not only promote its culture and identity but also promote its mission of leading and spreading development, becoming a center of innovation, a modern urban area, a driving force and growth locomotive of the whole region and the whole country.

Citing the direction of General Secretary To Lam at the 18th Hanoi Party Congress, the Deputy Secretary of the City Party Committee affirmed that the strategic orientations of the General Secretary are the compass for the actions of the entire Party Committee: Hanoi must create a completely new governance model, with the capacity to coordinate and thoroughly resolve urgent issues, while opening up a vision for sustainable development; must put culture, identity, and creativity at the center of all development orientations, considering them as endogenous resources, the foundation for forming the mettle, intelligence, and strength of the Capital.

"Those instructions are a reminder for us to always renew our thinking, renew our ways of doing things, renew our governance, and take decisive and effective actions for the comprehensive development of Hanoi Capital" - Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung expressed.

In his new position, the new Deputy Secretary of the Hanoi Party Committee affirmed that he will devote himself wholeheartedly, wholeheartedly, and make every effort to devote himself, putting the interests of the Party, the People and the Capital first and foremost. At the same time, he pledged to work with the collective leadership of the City Party Committee, headed by Secretary Nguyen Duy Ngoc, to always maintain solidarity and unity, dare to think, dare to do, dare to take responsibility, and act decisively and effectively.

Deputy Secretary of the City Party Committee Nguyen Duc Trung emphasized that he will work with the City Party Committee to seriously and effectively implement the Party's policies, guidelines and resolutions, especially the nine key resolutions as directed by the City Party Committee Secretary.

Along with that is the implementation of 5 development viewpoints, 43 main targets, 3 breakthroughs and 10 key task groups in the Resolution of the 18th City Party Congress and 7 tasks according to the direction of General Secretary To Lam at the 18th City Party Congress.

In that spirit, the Deputy Secretary of the City Party Committee affirmed that he will continue to work with the city's leadership to concretize and effectively implement Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi Capital to 2030, with a vision to 2045, along with the implementation of the Capital Law 2024. In the immediate future, focus on implementing and completing at the highest level the socio-economic development goals and targets for 2025 under the direction of the City Party Committee Secretary and the Standing Committee of the City Party Committee.

Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung expressed his wish to continue receiving the attention, leadership and direction of the Politburo, the Secretariat, the National Assembly, the Government, the Prime Minister, the central agencies and the coordination and support of the localities. At the same time, he also hoped that the collective of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, agencies, units, and all cadres, party members and people of the capital would accompany and support him in the process of performing the assigned tasks.
