Comrade Nguyen Duy Ngoc has been transferred and appointed to the position of Head of the Central Organization Department.
This morning, the Politburo assigned and appointed Comrade Nguyen Duy Ngoc, a member of the Politburo and Secretary of the Hanoi City Party Committee, to the position of Head of the Central Organization Department.
Accordingly, General Secretary and President To Lam presented the decision assigning and appointing Comrade Nguyen Duy Ngoc - Member of the Political Bureau, Secretary of the Hanoi City Party Committee - to the Secretariat and to hold the position of Head of the Central Organization Department.
Comrade Nguyen Duy Ngoc was born in 1964 in Hung Yen province; he holds a Master's degree in Law. He was a member of the Politburo of the 13th and 14th Party Congresses; a member of the Central Committee of the Party in the 13th and 14th terms; and a delegate to the 16th National Assembly.

He has a long career in the police force and has held positions such as Deputy Director of Hanoi City Police, Deputy Director General of the General Department of Police, Director of the Department of Investigation of Crimes related to Corruption, Economics, and Smuggling, and Deputy Minister of Public Security.
Subsequently, he was transferred and appointed as Chief of the Central Party Office, and then elected as an additional member of the 13th Politburo and Chairman of the Central Inspection Committee in January 2025.
In November 2025, he was transferred and appointed by the Politburo to the position of Secretary of the Hanoi City Party Committee for the 2025-2030 term.
Speaking at today's conference announcing the decision, on behalf of the Politburo and the Secretariat, General Secretary and President To Lam affirmed that today's assignment and appointment of cadres is an important step in the strategic personnel placement of the Party to meet the requirements of leading the country in the new development stage.
The General Secretary and President stated that Nguyen Duy Ngoc, Head of the Central Organization Department, is an official with firm political resolve, good moral character, and absolute loyalty to the Party, the Fatherland, and the people; he possesses outstanding work capacity, innovative thinking, and a scientific and effective working method.
Comrade Nguyen Duy Ngoc rose through the ranks from the grassroots, holding many important positions at both the central and local levels, possessing rich and comprehensive practical experience. Throughout his career, he has consistently excelled in his assigned tasks, leaving a clear mark with concrete achievements and results, which have been recognized and highly appreciated by cadres, Party members, and the people. This is a crucial basis for the Politburo and the Secretariat to entrust Comrade Nguyen Duy Ngoc with this new important responsibility at this very significant time.
The General Secretary and President requested Comrade Nguyen Duy Ngoc to immediately begin his work, focusing on leading and directing the comprehensive, synchronized, and effective implementation of the functions, tasks, and powers of the Central Organization Department; ensuring the quality of strategic advisory work and Party building and organization work, meeting the leadership requirements of the Central Committee, the Politburo, and the Secretariat in the new situation.
The General Secretary and President requested that the Central Organization Department continue to be built into a clean, strong, professional, and modern organization; truly a model agency in terms of organization, discipline, and quality of advice within the political system.
The General Secretary and President emphasized the importance of maintaining unity and solidarity; strictly adhering to the Party's principles; promoting collective intelligence and upholding individual responsibility, especially that of leaders; and ensuring that all decisions are objective, impartial, and for the common good.
The Central Organizing Committee needs to urgently build and perfect large-scale data systems on organizational structure and personnel, ensuring interconnectedness and synchronization throughout the entire political system; digitize personnel records, and manage personnel data scientifically, rigorously, and securely to effectively serve the work of evaluating, planning, assigning, and utilizing personnel.
General Secretary and President To Lam expressed his hope that, in his new position, Head of the Central Organization Department Nguyen Duy Ngoc will always maintain his integrity and character, constantly learn and improve himself, dare to think, dare to act, dare to take responsibility, and together with the leadership team of the agency, successfully complete the assigned tasks.
The Central Organization Department is an advisory and support agency of the Central Committee, directly and regularly assisting the Politburo and the Secretariat on Party building and the construction of the political system; at the same time, it is a specialized professional agency on organizational work, personnel, Party members, and internal political security of the Central Committee.
The leadership of the Central Organizing Committee consists of 8 people: the Head of the Committee is Comrade Nguyen Duy Ngoc; the 7 Deputy Heads of the Central Organizing Committee are Comrades: Hoang Trung Dung; Minister of Home Affairs Do Thanh Binh (Deputy Head); Chairman of the Committee on Delegate Affairs Nguyen Huu Dong (Deputy Head); Trinh Manh Linh; Nguyen Thanh Tam; Bui Thi Quynh Van and Nguyen Thanh Binh.
